The work outlines the processes by which passive and homogeneous electricity consumers become prosumers and prosumagers, the nature of their service needs, and dependence on the services delivered by the distribution network diverges. Contributors assess how consumers are discovering and exercising options to migrate away from total reliance on upstream generators to produce electricity and on the delivery network for its transmission. As they do so, the "utilities" – be they distributors or retailers – must rethink the traditional utility business model. How will they find sufficient revenues to cover their fixed and variable costs as volumetric consumption declines when some consumers become prosumers – or go a step further and become prosumagers? The contributions thus highlight how the term ‘empowerment’ in the context of decentralization regimes masks a competing array of intentions and agendas. Who and what are ‘empowered’, given a ‘voice’ and allowed to ‘participate’ via the processes and structures of decentralization (and to what ends) are too frequently assumed in normative conversations about ‘bringing government closer to the people’ and ‘community driven development’. Creating an illusion of a shared language and common set of priorities therefore obscures more complex realities, particularly when there is a disconnect between the official goals of decentralization and civil society aspirations that reinforces politics of exclusion at the grassroots. Equally, official processes of decentralization can, and often are, accompanied by less visible processes of ‘recentralization’ through the reassertion of central state control over putatively autonomous jurisdictions. Through studies in six Asian countries (India, the Philippines, Indonesia, Bangladesh, Thailand and Japan) the essays in this book examine cases whereby a range of urban actors and institutions have been ‘empowered’ via decentralization, and how this realignment of local power relations impacts upon the dynamics of urban governance, albeit not always in socially progressive ways. This book explores the challenges of the energy transition from the perspectives of technological innovation, public policy, social values and ethics. It elaborates on two particular gaps in the design of public policy interventions focused on decarbonization of the energy system and discusses how both could be remedied. First, the siloed organization of public administration fails to account for the many interdependencies between the energy sector, the mobility system, digital infrastructure and the built environment. Cross-sector coordination of policies and policy instruments is needed to avoid potentially adverse effects upon society and the economy, which may hamper the energy transition rather than accelerate it. Second, energy and climate policies pay insufficient attention to the social values at stake in the energy transition. In addressing these gaps, this book intends to inspire decision makers engaged in the energy transition to embrace the transition as an opportunity to bring a more inclusive society into being.

Book excerpt: The originality and depth of Gramsci's theory of hegemony is now evidenced in the wide-ranging intellectual applications within a growing corpus of research and writings that include social, political and cultural theory, historical interpretation, gender and globalization. The reason that hegemony has been so widely and diversely adopted lies in the unique way that Gramsci formulated the 'problematics' of structure/superstructure, coercion/consensus, materialism/idealism and regression/progression within the concept hegemony. However, in much of the contemporary literature the full complexity of hegemony is either obfuscated or ignored. Hegemony, through comprehensive and systematic analyses of Gramsci's formulation, a picture of hegemony as a complex syncretism of these dichotomies. In other words, hegemony is presented as a concept that is as much about aspiration and progressive politico-social relations as it is about regressive and dominative processes. Thus, the volume recognises and presents this complexity through a selection of contemporary theoretical as well as historico-social investigations that mark a significantly innovative moment in the work on hegemony.
