Book excerpt: "Whereas elections have become commonplace in Africa over the past 20 years, several recent examples have shown that they can also crystallise tensions and cause violence (as happened in Kenya, Cô̂te d'Ivoire and Zimbabwe), and can fail to legitimise power. In Africa, the stakes are high, with access to resources through electoral victory a major aspect of elections. This explains why elections are often the object of fraught competition. Elections thus constitute a critical moment for fragile political regimes. An understanding of the issue of power and the associated resource sharing is fundamental to limiting the risk of elections triggering instability. This issue requires political dialogue at all levels that should be extended to civil society actors. Elections should not be seen only as a technical exercise; it is also vital to understand their power dynamics and the stakes at play. In addition to making sure that all the actors taking part in elections have ownership of the electoral process, an electoral administration that is credible and recognised by all is essential for lessening risks and tensions. However, in many African countries election management bodies do not have sufficient capacity to fulfill their functions and assert their independence. In this context, the credibility of elections requires legitimate observation systems, which are generally promoted locally by civil society organisations. Lastly, priority must be given to preventing electoral violence through inclusive early warning mechanisms and mediation systems. Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The committee has identified a number of specific techniques and concepts of current interest to policy practitioners and has asked leading specialists on each one to carefully review and analyze available knowledge and to summarize what is known about the conditions under which each is or is not effective. Book excerpt: The purpose of this paper is to empirically determine the effects of political instability on economic growth. Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.

The challenges to stability in Nigeria can be seen along political, social, and economic dimensions. There is no question that Nigeria contends with multiple vulnerabilities, and that the specter of failure is often present. Yet the country also embodies important sources of resilience, including institutional innovation, elite bargaining, and civic resources for attenuating conflict. It remains an open question whether Nigeria will realize a more positive trajectory, continue to experience stagnation and violence, or suffer a descent into calamity. The pivotal elements that could determine these alternate paths include elections, leadership, elite strategies, and key economic indicators.

Book excerpt: Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.
