Book excerpt: This intriguing study of Mexico's participation in world's fairs from 1889 to 1929 explores Mexico's self-presentation at these fairs as a reflection of the country's drive toward nationalization and a modernized image. Mauricio Tenorio-Trillo contrasts Mexico's presence at the 1889 Paris fair—where its display was the largest and most expensive Mexico has ever mounted—with Mexico's presence after the 1910 Mexican Revolution at fairs in Rio de Janeiro in 1922 and Seville in 1929. Rather than seeing the revolution as a sharp break, Tenorio-Trillo points to important continuities between the pre- and post-revolution periods. He also discusses how, internationally, the character of world's fairs was radically transformed during this time, from the Eiffel Tower prototype, encapsulating a wondrous symbolic universe, to the Disneyland model of commodified entertainment. Drawing on cultural, intellectual, urban, literary, social, and art histories, Tenorio-Trillo's thorough and imaginative study presents a broad cultural history of Mexico from 1880 to 1930, set within the context of the origins of Western nationalism, cosmopolitanism, and modernism. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. Third, patronage appointments are increasingly sourced from channels outside of the party, thus helping to make parties look increasingly like network organizations, primarily constituted by their leaders and their personal and political hinterlands. Book excerpt: Until the last quarter of the 20th Century, Western party systems appeared to be frozen and stability was generally taken to be the central characteristic of individual-level party choice. But during the 1970s and 1980s, in a spasm of change that appeared to occur in all countries, this ceased to be true. Voters in Western countries suddenly demonstrated an unexpected and increasing unpredictability in their choices between parties, often to the extent of voting for parties that are quite new to the political scene. Understanding these fundamental changes became a pressing concern for political scientists and commentators alike, and a matter of extensive controversy and debate. In the middle 1980s, an international team of leading scholars set out to explore the reasons for these shifts in voting patterns in sixteen western countries: all those of the (then) European Community (except for Luxembourg and Portugal), together with Australia, Canada, New Zealand, Norway, Sweden and the United States. In this book they report their findings regarding the connections between social divisions and party choice, and the manner in which these links had changed since the mid-1960s. The authors based their country studies on a common research design. By doing so, they were able to focus on the characteristics that the sixteen countries had in common so as to evaluate the extent to which the changes had a common source. This is a longitudinal study, extending over nearly a generation, of changes in voting behaviour that is as fully cross-national as it was possible to produce at the time. Its findings enabled the authors to break away from conventional explanations for electoral change to arrive at conclusions of far-reaching importance. The passage of time has not dated this book, and in this edition the original text is augmented by a new Preface that describes the ways in which the book's findings retain their relevance for contemporary scholarship, and by an Epilogue in which the main analyses reported in the book are brought up to date to the middle 2000s.
