Book Taxing Vehicles Fuels and Road Use

Download or read book Taxing Vehicles Fuels and Road Use written by Kurt van Dender and published by . This book was released on 2019 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: This paper discusses the main external costs related to road transport and the design of taxes to manage them. It provides an overview of evolving tax practice in the European Union and the United States and identifies opportunities for better alignment of transport taxes with external costs. There is considerable scope for improving transport tax practice, notably by increasing the use of taxes based on road use. Distance charges offer great promise in delivering more efficient road transport. In heavily congested areas, targeted charges are a cost-effective way of reducing congestion. Fiscal objectives provide an impetus for change as improving vehicle fuel efficiency and fleet penetration of alternative fuel vehicles erode traditional tax bases, particularly those relating to fossil fuel use. A gradual shift from an energy-based approach towards distance-based transport taxes has the potential to establish a stable tax base in the road transport sector in the long run

This book was released on 2012-12-06 with total page 408 pages. Available in PDF, EPUB and Kindle. As world transport systems expand and become increasingly motorised, the transportation community is searching for systems that are both efficient and sustainable. Here, leading international researchers explore the issues and concepts and define the state of knowledge concerning the full costs and benefits of transportation.

Book Road User Charges in Central America

Download or read book Road User Charges in Central America written by Anthony A. Churchill and published by . This book was released on 1972 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: The application of the principles of pricing of road user services to Central America is described. If the maximum net benefit from the highway network is to be achieved, the correct price to be charged users is a price equal to the cost of the resources used up when the journey is made. An attempt is made to estimate the variable maintenance costs generated by vehicles using uncongested highways. Current charges are in considerable excess of the economic costs of using uncongested highways. A high degree of congestion exists in all major Central American cities. Failure to reflect this congestion in the costs of using urban streets is rapidly leading to an intolerable situation. A general recommendation is made that road user charges be reduced in rural areas and increased in urban areas. Gasoline taxes, import duties, and general license fees could be lowered at the same time as urban congestion charges and diesel taxes are raised. Excessive border crossing procedures should be eliminated. Data that should be collected in order to facilitate transport decision making should include traffic counts, velocity studies, freight rates, maintenance costs for select road sections, and post investment studies.

Book Sustainable and Efficient Transport

Download or read book Sustainable and Efficient Transport written by Ellen Eftestøl-Wilhelmsson and published by Edward Elgar Publishing. This book was released on 2019 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The EU Commission has set the goal of facilitating a competitive transport system, increasing mobility and supporting growth while simultaneously reaching a target of 60 per cent emissions reductions by 2050. In light of past performance and estimated development, the target will not be reached without further behavioural change in the transport sector. This interdisciplinary book examines how such a behavioural shift can be achieved by various organizational and legal means, focusing primarily on the European Union and its specific policies related to greening transport.
