Maharashtra got its independent place on 1st May, 1960. Its past goes back Before Christ and up to Middle Ages, and its cultural and literary and educational value is immeasurable. It has a very separate significant place. After the year 1960, Maharashtra swiftly underwent progress in various forms and branches of education. In Maharashtra state, there are 14 universities, which are concerned with Arts, Literature, Commerce, Science, Law, Ayurved, Agriculture, Engineering, Physical Education, Medical Science, Management etc. In Maharashtra state in order to encourage agriculture, four agriculture universities have been formed.1 Along with these educational and cultural institutes, along with their progress, the government of Maharashtra has founded libraries and their co-operation has been considered to be the most important to its library act. Libraries have been functioning in the forms of public libraries, educational libraries, area-wise libraries, and there are also libraries concerned with the administrative departments, institutes and units of Maharashtra states.2 Maharashtra has been praiseworthy from this point of view. The librarians serving in the university and college libraries are paid by the U.G.C. and Maharashtra is at the forefront in the case of library science education as compared to other states.

Book excerpt: The Council on Library and Information Resources' (CLIR's) College Libraries Committee began its study of the innovative uses of technology on college campuses in the spring of 1998. A letter was sent to heads of libraries of colleges and mid-sized universities in the United States encouraging librarians who felt their institutions had used technology in a way that significantly enhanced teaching and learning and who were willing to host a study team for a site visit to apply to the project. Nine campuses were selected out of the 41 applicants and site visits were conducted between September 1998 and January 1999. A two-day conference in March 1999 focused on the environment that is most conducive to organizational change. Representatives from each of the nine case study sites were present to discuss which features of the programs they studied had been most successful. Sites included: (1) California Institute of Technology, Sherman Fairchild Library - A New High-Tech Library; (2) Carnegie Mellon University - A New Electronic Archives; (3) Indiana University/Purdue University at Indianapolis - Librarian-Scholar Collaboration in Learning Communities; (4) Lafayette College - An Interdisciplinary Team Approach; (5) Point Park College and the Carnegie Library of Pittsburgh, Library Center - A Public-Private Library Partnership; (6) Southern Utah University, Gerald R. Sherratt Library - One Librarian Introduces EAD (Encoded Archival Description) Finding Aids; (7) Stevens Institute of Technology - Electronic Access, Not Subscriptions; (8) Wellesley College, Margaret Clapp Library - A New High-Tech Center; and (9) West Virginia Wesleyan College - Laptops for Every Student. Four speakers provided additional perspective on the case studies. William Haden opened the conference by noting that with rapid developments in information technology, colleges today face new pressures to remain relevant, competitive, and effective. This was followed by two presentations, by Susan Jurow and Barbara Hill, on making change in higher education. Brian Hawkins then prepared participants with observations on the transformation of higher education. The presentations are provided in part 1 of this report, as are summaries of the ensuing discussion and recommendations for follow-up activities. Case studies appear in part 2 of the report. In five technical sessions under five different categories titled Technologies for Management, Best Practice in Modern Libraries, digital libraries and Role of Library Professionals in Management of Modern Libraries held over the two days, total 51 papers were presented at the conference. Various challenges and issues related to management of modern libraries were discussed in the technical sessions and some of the authors shared the best practices of their libraries. The author highlighted the importance of digital libraries and stressed the needs of various skills to work in digital environment. The papers presented in the conference have been edited and brought out in the form of a conference proceedings.

A lifelong education is an instructive and enlightening route to wisdom, intellectual growth, and maturity; therefore, it is the authors assertion that combined and collaborative efforts are needed, as well as support from ministers of education and other politicians who are willing to allocate adequate financial resources that will enable privileged elites; chancellors, vice chancellors, presidents, professors to prepare future leaders of the education system in their formative years to establish an attitude of persistence, and self-confidence to cope with the demanding workforce and professional challenges of todays information technology society. The author submits that effective and efficient use of information technology as valuable data and voice transmission tools, e-mail, cell phones, Internet access as education instruction delivery apparatus, and communication system for global language barriers will definitely create a singular and mutually sovereign system for the successful development of global education reform.
