What is set out in the following chapters are the fundamentals of contract management in a simple format which is easy to follow for the successful delivery of a project. It will be of paramount importance that the required processes are implemented from the very beginning of the project and continuously updated and maintained until the Final Certificate of Completion has been obtained and that the full payment dues have been received. Book excerpt: This thesis examines the appropriateness of the government's policy on subcontracting in major systems acquisition and the procedures used to achieve visibility of and leverage on a prime contractor's subcontract management. Based upon a literature review of the subject, a survey instrument was developed and distributed to gain field perspective on the issue. The survey data was analyzed using non-parametric statistical techniques and provided the basis for the study conclusions and recommendations. The perspective expressed by acquisition management practitioners is that the current policy to rely on a prime contractor to manage subcontracted effort is inadequate to undertake an active role in subcontract management. Additionally, the procedures used to achieve visibility over and leverage upon a prime contractor's subcontract management are effective. Some remedial actions are warranted, however, to achieve the benefits of the synergistic application of the procedures.

Book excerpt: For a number of years, a major Air Force space program was faced with the problem of having to procure a critical subsystem from a sole source subcontractor. The primary reason for his monopoly was a proprietary process used in his commercial business. The cost associated with meeting the vendor's ever increasing demands was unacceptable and dictated management action. A prototype competition was conducted and resulted in the selection a new vendor. Associated with this was improved technology, lower cost and better response to schedule requirements. The original subcontractor sued the government and lost. The litigation did however, provide some important 'lessons learned.' Described in the report is the evolution of the problems, relation between the prime contractor and the government in arriving at a solution, the litigation and lessons that were provided. (Author).
