The wage inequality is characterized by its stability, although a more detailed analysis reveals structural differences, especially between East and West Germany. Both the between and within educational levels wage inequality changed little over time, while there are some tendencies of a converging distribution of education. A need for further research is identified in the effects of education on wage inequality in separate cohorts as well as the direct links between the two distributions in Germany.

Their paper shows that the increase occurred above the median during the 1980s, and was augmented by rising inequality below the median in the 1990s. These results challenge the pervasive conception of the German wage structure being a paragon of stability. Within the scope of this seminar paper, I replicate parts of their analysis using a different data set, namely the German Socio-Economic Panel (GSOEP) for the period from 1984 to 2009. Using monthly and hourly earnings constructs, I assess the extent to which the results of Dustmann, Ludsteck, and Schönberg [2009] can be recovered from GSOEP data. I do so by exploring the wage distribution along several dimensions. In addition to this, I analyze composition-constant counterfactual wage densities using the kernel density reweighting method advanced by DiNardo, Fortin, and Lemieux [1996]. A provisional evaluation of my results suggests that I can confirm the majority of findings of the original paper along a qualitative dimension. A quantitative assessment, however, reveals considerable deviations.

Book excerpt: Recent studies have documented the growth of earnings inequality in the United States during the 1980s. In contrast to these studies' findings, our analysis of micro data for the former West Germany yields virtually no evidence of growth in earnings inequality over the same period. Between 1978 and 1988, a reduction in the dispersion of earnings among workers in the bottom half of the earnings distribution led to a narrowing of the overall dispersion of earnings in Germany. Earnings differentials across education and age groups remained roughly stable, and there was no general widening of earnings differentials within either education or age groups. Germany wage setting institutions tend to limit earnings differentials across groups of workers, but differences in wage setting institutions cannot fully explain the differences between trends in earnings inequality in Germany and those in the United States. Both the high quality of the training received by non- college-bound German youth and the fact that the growth of the highly- educated work force did not decelerate in Germany as it did in the United States seem likely to have contributed to these differences.

Focusing on labor market institutions and the supply and demand forces that affect wages, the papers compare patterns of earnings inequality and pay differentials in the United States, Australia, Korea, Japan, Western Europe, and the changing economies of Eastern Europe. Cross-country studies examine issues such as managerial compensation, gender differences in earnings, and the relationship of pay to regional unemployment. From this rich store of data, the contributors attribute changes in relative wages and unemployment among countries both to differences in labor market institutions and training and education systems, and to long-term shifts in supply and demand for skilled workers. These shifts are driven in part by skill-biased technological change and the growing internationalization of advanced industrial economies.

While a documentation of the evolution of the wage structure in Germany is interesting in its own right, the analysis in this paper, by facilitating comparisons with changes in the wage structures of other industrial countries, could potentially provide important clues to understanding the poor functioning of the German labor market in recent years. In particular, the analysis sheds light on the reasons behind and possible solutions for a particularly troubling problem, the high and rising rate of nonemployment among low-skilled workers.

He stated that inequality increases initially during the development of a country and then decreases. The Kuznets curve is a graphical representation of this relationship. Since the 1990s and 2000s, however, the inequality in OECD countries has begun to rise again. This is indeed the case in Germany. The study shows that the reason for this development cannot be traced to any one single factor, for example globalization, but is rather the result of structural factors and tends to occur in the transition from an industrial society to a highly developed services economy. The study will investigate which factors - such as globalization, advances in technology, politics and institutions, the education level and changes in household structures - are responsible for the rise in income inequality in Germany and how strongly each factor influences this rise.
