It focuses on those experiences where the end of conflict marks the beginning of a relatively lasting peace. The paper considers 41 countries involved in internal wars in the period 1960-2003. In order to provide a comprehensive evaluation of the aftermath of war, the paper considers a host of social areas represented by basic indicators of economic performance, health and education, political development, demographic trends, and conflict and security issues. For each of these indicators, the paper first compares the post- and pre-war situations and then examines their dynamic trends during the post-conflict period. The paper concludes that, even though war has devastating effects and its aftermath can be immensely difficult, when the end of war marks the beginning of lasting peace, recovery and improvement are indeed achieved.

Book excerpt: When the English Civil War broke out, London’s economy was diverse and dynamic, closely connected through commercial networks with the rest of England and with Europe, Asia and North America. As such it was uniquely vulnerable to hostile acts by supporters of the king, both those at large in the country and those within the capital. Yet despite numerous difficulties, the capital remained the economic powerhouse of the nation and was arguably the single most important element in Parliament’s eventual victory. For London’s wealth enabled Parliament to take up arms in 1642 and sustained it through the difficult first year and a half of the war, without which Parliament’s ultimate victory would not have been possible. In this book the various sectors of London’s economy are examined and compared, as the war progressed. It also looks closely at the impact of war on the major pillars of the London economy, namely London’s role in external and internal trade, and manufacturing in London. The impact of the increasing burden of taxation on the capital is another key area that is studied and which yields surprising conclusions. The Civil War caused a major economic crisis in the capital, not only because of the interrelationship between its economy and that of the rest of England, but also because of its function as the hub of the social and economic networks of the kingdom and of the rest of the world. The crisis was managed, however, and one of the strengths of this study is its revelation of the means by which the city’s government sought to understand and ameliorate the unique economic circumstances which afflicted it.

As the decade-long conflict in the Syrian Arab Republic created new challenges and worsened the existing ones, economic activity declined, labor markets deteriorated, and poverty increased. These trends would overwhelm even the most advanced economies in the world. The Fallout of War: The Regional Consequences of the Conflict in Syria identifies the impact of the Syrian conflict on economic and social outcomes in Iraq, Jordan, and Lebanon. It combines a large number of data sources, statistical approaches, and a suite of economic models to isolate the specific impact of the Syrian conflict from that of global and regional factors, and it explicitly analyzes the mechanisms through which such an impact is manifested. The analysis suggests that a persistent short-termism in policy making has so far propagated the shock emanating from the Syrian conflict, which led to costly and ineffective service provision, lost economic opportunities, and underfunded programs. The report advocates for a fundamental shift from the short-term mitigation policies to a medium-term regional strategy to address pertinent structural problems. Moreover, as the countries in the Mashreq look toward recovery, a policy approach that takes into account the region’s interconnectedness and seeks to build on it provides better prospects for the people. Such a regional approach that addresses cross-boundary issues—including migration, trade, and infrastructure—will require local, regional, and international commitments.
