The success of Marshall Plan in war-torn Europe generated a US-led optimism that, with generous inflows of aid and technical assistance, the Third World could be won over in the Cold War. The author’s direct experience as a young academic economist in Cyprus, Malaysia, Uganda and Liberia led him to question this general optimism: the reality on the ground in the developing world did not seem to match Western optimism. Theories and blueprints, made in the West, did not fit the requirements of developing countries. Higher production and better income distribution were inseparable twin objectives of developing nations. That meant, production of a higher national output must at the same time promote social justice. Investment must create adequate jobs so that new entrants into rapidly expanding labor force could be gainfully employed. Yet, the dominant (Western) theories of development at the time, in particular the Trickle Down Theory of Growth, prescribed "Growth First, Distribution Later" strategy. Similarly, Import Substitution Industrialization theories were emphasized at the expense of export-led growth. Dualistic Growth theories preached urban-biased, anti-rural development. This book was written as a rebuttal of such faulty theorizing and misguided professional technical assistance and the book’s message is no less valid today than in the 1970’s.

This book aims to analyse different contexts from micro to macro level relationships between development, growth, inequality, environment and human development, and evaluate what the actual conditions in emerging economies are and how developing new strategies could improve the well-being of developing countries. The book is organised as follows: Saiz-Alvarez and Gamez identify the main components to propose an entrepreneurship model that includes distance, education, and information and communication technologies (ICTs) as alternatives to generate wealth and development in developing countries. In Chapter Two, Cutolo etal. describes an approach to current situations of water vulnerability in watersheds of metropolitan regions in tropical countries of South America, and the importance to improve the strategies to promote environmental health in these regions. In Chapter Three, Hashim shows a comparison from a historical point of view between two crops, one of them native to South America (quinoa) and the other from Africa (pearl millet). The comparison leads to the questions of whether or not reflexions consider pearl millet as an alternative to food security in African countries and as an incentive for women farmers. In Chapter Four, Palmer and Correa applied three groundwater indicators: a groundwater extraction indicator, a groundwater extraction for public supply per capita indicator and a groundwater vulnerability indicator to describe the different characteristics of the environment and propose this analysis as a tool to make decisions in environmental management within the Cove Basin at the Island of San Andrés (Colombia). Correa in Chapter Five analyses and assesses the impact that poverty and access to water have on labor productivity of the economically active population in Colombia. In Chapter Six, Daronco and Wartchow clarify how the Brazilian policies about water resources have been based on the laws developed at the time of discovery in 1500. Additionally, it regards the culminating active level in the National Water Resources System (NWRS) today. Finally, Castellanos conducts a search and reflection of bioethical dilemmas in veterinary medicine, identifying sources of stress and coping strategies in Chapter Seven.

It is based primarily on analytical economic histories of 21 developing countries from 1950 to 1985, but also takes account of the wider literature on the subject. The authors take an ambitious interdisciplinary approach to identify patterns in the interplay of initial conditions, instiuttions, interests, and ideas which can help to explain the different growth and poverty alleviation outcomes in the Third World. Three different types of poverty are distinguished, based on their causes, and a more nebulous idea of equityin contrast to egalitarianismis shown to have influenced policy. Since growth is found to be the major means of alleviating mass structural poverty, much of the book is concerned with discovering explanations for policies which are found to be the most important influences on the proximate causes of growth. Lal and Mynt also consider the available evidence on the role of direct transferspublic and privatein alleviating destitution and conjunctural poverty. The Political Economy of Poverty, Equity, and Growth develops a novel framework for the comparative analysis of different growth outcomes. This framework distinguishes between the different relative factor endowments of land, labour, and capital, and between the different organizational structures of pesent versus plantation and mining economies. It also differentiates between the polities of 'autonomous' and 'factional' states in the countries studied, breaking the analysis down into further typological subdivisions and providing important new insights into the differing behaviour of economies that are rich in natural resources and those with abundant labour. These insights constitute a richer explanation for the divergent developmental outcomes in East Asia compared with Latin America and Africa. The evidence collated is used to argue for the continuing relevance of the classical liberal viewpoint on public policies for development, and to show why, even so, nationalist ideologies are likely to be adopted and lead to cycles of interventionism and liberalism. The evidence is also used to provide an explanation for the surprising current worldwide Age of Reform.

Inclusive states are those that direct policies to address the needs of all, that respect the rights of citizens to exercise voice and influence on which services are provided and how they are delivered, and that have an interest in strengthening the social contract with their citizens. A central focus of policy remains a concern for equity, both to level the playing field to encourage social mobility and to ensure equity in the distributional effects of policy reforms and development interventions. This book highlights two key challenges for social policy. First, policy design needs to take into account the weaknesses of basic state functions in many developing countries, since these have important ramifications for social policy outcomes. Second, in most developing countries social structures marked by historically rooted structural inequalities pose significant challenges to the provision of services and require a long-term commitment to address underlying questions and problems. Book excerpt: January 1996 There is no intrinsic tradeoff between long-run aggregate economic growth and overall equity. Policies aimed at helping the poor accumulate productive assets -- especially policies to improve schooling, health, and nutrition -- when adopted in a relatively nondistorted framework, are important instruments for achieving higher growth. The stylized fact that distribution must get worse with economic growth in poor countries before it can get better turns out not to be a fact at all. Growth's effects on inequality can go either way and are contingent on several other factors. Bruno, Ravallion, and Squire found no sign in the new cross-country data they assembled that growth has any systematic impact on inequality. Possibly measurement errors confound the true relationship, but they think it more likely that the relationship between growth and distribution is not as simple as some theories have held. Since distribution does not worsen, growth reduces absolute poverty. Indeed, absolute poverty measures typically respond quite elastically to growth, and the benefits are certainly not confined to those near typical poverty lines. Of course, one cannot say that growth always benefits the poor or that none of the poor lose from pro-growth policy reform Only aggregate effects are studied. But for 17 of the 20 countries for which they assemble quite good data (from at least two surveys since the mid-1980s), the mean and the proportion of people living below $1 a day moved in opposite directions. The gains to poor people from a distribution-neutral growth process will tend to be lower, the higher the extent of initial inequality. A smaller share of total income must imply a smaller absolute gain from a given increment to total income. Compensatory direct interventions can be important, provided they are integrated into a framework of fiscal and monetary discipline. The evidence does not suggest that growth is always distribution-neutral, and it would be wrong to conclude that changes in distribution are of little consequence. The point is not that distribution is irrelevant or that it never changes, but that its changes are roughly uncorrelated with economic growth. There is no intrinsic tradeoff between long-run aggregate efficiency and overall equity. Policies aimed athelping the poor accumulate productive assets -- especially policies to improve schooling, health, and nutrition -- when adopted in a relatively nondistorted framework, are important instruments for achieving higher growth.
