Book excerpt: This study has presented data relating to human development in Nagaland and made an attempt to observe regularities in the same that may be meaningful for devising development policies. The findings indicate that per capita income, human development index and gender-related development index are only poorly correlated with the health indicators such as IMR, IMRM and IMRF. Only the measures of educational attainment are appreciably correlated with PCY, HDI and GDI. The paper concludes that the reliability of data reported by a socio-economic system is dependent on the level of development of the system. Underdeveloped socio-economic systems report highly unreliable data. This is not only regarding the figures of income; this is also true of the figures on measures of attainment in matters of health and education. Official data on these variables are thrown up by a system that is administratively motivated and unsupervised with regard to their economic and developmental meaning. Use of such data, whether they pertain to income or any other measure of development, is not dependable for policy decisions meaningful to fostering development.

Human Development covers three dimensions of human welfare: income, education and health; it is a process of enlarging people's choices which centers the people's welfare in its analysis. The United Nation has been publishing the human development report since 1990, the government of India and some North Eastern states too published their own reports over the years. The present paper is a humble attempt to analyse the present status of Assam, Arunachal Pradesh, Meghalaya, Tripura and Nagaland by reviewing the respective state human development reports. Review of the human development reports show that there is great disparity among the states as well as with the mainland India. Communication bottleneck, poor infrastructure, isolation and insurgency may be considered as the major reasons for the present state of affairs of the North East India. Poor economic growth has always been the hallmark; if proper steps are not taken the region may slip into further isolation and subsequent marginalization.

This monograph makes an attempt to conceptualize development, consisting of eight dimensions – material prosperity, education, health, economic security, personal security, environmental conditions, political voice and social connections. The authors implement this multidimensional concept to design not only an overall index of development (DI) for Indian states but also three sub indices, human development (HD), security (SEC) and voice and confidence (VC), that broadly represent three distinct aspects of development. The results clearly show that state level performances vary considerably across the various dimensions of development. No state does uniformly well or badly across all levels, thereby exposing the fallacy of branding the development experience of a particular state as ideal based on its achievement on some aspects of development. Since good performance in one dimension does not ensure doing well on other dimensions too, it would be inappropriate to ignore the performances on the three sub-indices and the eight dimensions. Recognition of such diversity of performance is particularly important in a federal structure, like India, where different states may have different development priorities. This study will enable states to reflect on whether they have been performing according to their priorities and if not, they may choose to tweak their policies or their development strategies.
