To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

The multiple cropping patterns can only be possible if there is sufficient irrigation water. Irrigation was developed in five years plans but it was contrary to what was hoped. Development was not done equally in all states, thus, paving a way for regional disparities. Rajasthan is geographically the largest state of India. Its geographical area is 3,42,239 sq. km which is 10.42 per cent of the country and where 5.67 per cent of population resides but the surface water of this part is just 1 per cent of the total surface water of the country. Rajasthan is an agriculture dominant state; its 65 per cent of population is dependent on agriculture therefore in the state water is used the most for irrigation for agriculture and so the government emphasized on irrigation in five years plan. It has led to the increase of irrigated area, agricultural production has also increased by disparities have been found due to unequal distribution of irrigation facilities, moreover, the development of irrigation was not proper.

The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.
