Book excerpt: In recent studies of Indonesia's regional politics one important aspect has largely been neglected - the role of the local aristocracies which dominated many of the regions outside Java from the precolonial period through to the formation of the independent Republic of Indonesia in 1949. In his work Burhan Magenda has begun to remedy this neglect. He has studied the aristocracies in various regions of the Outer Islands from the colonial period through into the New Order government of President Suharto. In covering their history he has examined the strategies used by the local aristocrats to survive and attempt to continue their domination of political power in their regions. The focus of this present monograph is East Kalimantan, where the local aristocracy was commercial in nature, tracing its origin back to the establishment of a "spice trade" route in the sixteenth century. The decline in the nineteenth century of the main harbor principality of Borneo, Banjarmasin on the south coast, opened the way for other states on the island to play a greater role, in particular the sultanate of Kutai in eastern Borneo. Burhan Magenda's well documented study opens a new perspective of fundamental importance to our understanding of both the past and current political and economic development of East Kalimantan and of its relationship with the central power in Jakarta. It provides an illuminating analysis of strategies by which members of the aristocracy have succeeded in surviving under widely varying conditions. This book, the first in the series of Asia-Pacific Environmental Monographs, looks at the political complexities of forest management across the whole island of Borneo, tackling issues of tenure, land use change and resource competition, 'tradition' versus 'modernity', disputes within and between communities, between communities and private firms, or between communities and governments. While it focuses on the changes taking place in local political economies and conservation practices, it also makes visible the larger changes taking place in both Indonesia and Malaysia. Book excerpt: W.M. Otto PhD was director of the IJsselmeerpolders Development Authority, in the Netherlands, from 1963 to 1967. His contribution to the first development of Flevoland, which had been newly reclaimed from the sea, was very important. So the name ‘starter motor of Flevoland’ is justified. In this biography has been told how he led the designing and the first phase of the development of the new towns Lelystad and Almere. Will Otto was a tireless lobbyist for the interests of the former and the future population of Flevoland. A lot of them were originally inhabitants of Amsterdam. Otto was at the same time ‘landdrost’ of the Southern IJsselmeerpolders Public Authority, in Lelystad as well as in Dronten. He exercised the duties and powers of the municipal council, the municipal executive and the mayor together. In practice Otto cooperated well with the advisory council, which had been elected by the citizens. Otto also contributed to the land-use planning and the forestry policy in the Netherlands. His first job was forester in Dutch East Indies (1946-1950). Later he developed a vision on saving the tropical rainforest, especially in Indonesia. He initiated PROSEA (Plant Resources of South East Asia). This international project published 24 manuals, based on a database. This describes economically useful plants and trees in Southeast Asia. This title is a translation of Will Otto (1919-2008), Startmotor van Flevoland, which appeared in 2017 in Dutch.
