It triggers government to transform its paradigm into e-Government in order to provide better business process externally and internally. Despite the potentials, opportunities and benefits yielded from e-Government development, many implementations have experienced failure, especially in developing countries. Failure costs are high; therefore, understanding the factors of e-Government success and failure are very important. One of these egovernment initiatives in the Indonesia context is e-Procurement. This program has evolved successfully embracing all barriers and challenges. This thesis aimed to investigate two areas. Firstly, it seeks to understand critical barriers/challenges that influence the success and failure of an e-Government implementation. Secondly, it attempts to evaluate the critical success factors that influenced e-Procurement initiative. Employing a qualitative interpretive method, this study explored the perceptions of 9 interviewees across 4 ministries within the Indonesian central government. The interviews were analyzed using a content analysis tool, and mixture of frameworks. It extracted their wisdom about e-government, and explored their views of eprocurement. By realizing the complexity of e-Government, this thesis considers multiple factors to be analyzed to get more comprehensive insight. The result of such analysis draws clear insights into the challenge factors faced by egovernment, and the success factors found in the e-procurement implementations in the Indonesian context. Its findings indicated that there are four inter-dependent aspects that determine success and failure of e-Government implementation. These aspects also imply the critical success factors of e-Procurement.

To support the development, implementation and operation of e-procurement systems, governments have undertaken several different business approaches, from complete in house solutions to various types of third-party partnerships. Each implementation has its own set of benefits and business issues associated with it, which directly affect both the government and the suppliers doing business with the government. The purpose of the study is to identify the types of business arrangements used by governments; the benefits of these arrangements; how they may or may not affect the procurement process; the types of issues or perceived issues that have resulted from the business approaches applied; the contractual arrangements or policies that have been drafted to mitigate issues and ensure the integrity and security of the procurement process. The goal of this study is to continue expanding the World Bank knowledge base on e-procurement programs, approaches and solutions so that it can continue to assist organizations with the implementation and management of new and current government e-procurement initiatives.

The paper also aims to explore the ways in which these e-procurement initiatives would result in cost savings to exchequer by increasing operational efficiency, transparency, competition among bidders and organizational effectiveness during the recessionary times, especially through automation of manual processes. The research methodology followed included analysis based on an elaborate study of various government policies and guidelines and their impact. Fact findings are provided through journal articles, information hosted on government portals, statues, rules, regulations and government resolutions relating to e-procurement and government purchasing. Select case studies of various successful implementations of e-Procurements in India and informal interaction with various stake holders of e-Procurement system was also undertaken. The study concludes that though National e-Government Plan has been initiated by Government of India and various policy guidelines also exist to facilitate e-Procurement, further measures are necessary to promote and successfully implement e-Procurement for public purchases.

The Karnataka Information Technology Rules, 2007 provides for a comprehensive process for electronic delivery of e-governance services to citizens. This study examines how Computerised Land Records Management in Karnataka (Bhoomi) has brought transparency, effectiveness and ease in the management and maintenance of the land records. Kodagu was selected as the area of study as it has unique land tenure system like Jamma Tenure, Jagir, Batamanya, Sarvamanya and Jodi, Mathamanya, Gowdumbali and Naimannu, Umbli Tenure, Sagu Tenure. The main source of data collection for this study was through questionnaire and interview with agriculturists, revenue officials and investors on land in Kodagu. The book showcase that Bhoomi project has been beneficial to the stakeholders by minimizing the time and effort in obtaining the required documents from land revenue office. With the computerisation of land records, the manipulation of land records has come down, as it has reduced the discretion of village accountants to issue the records of rights. Bhoomi has brought down bribery at the grassroot level. Computerisation of land records has lead to transparency in land records. The transparency brought by computerisation of land records has helped the purchaser of land to get accurate information of the seller through online portal and can be sure of his investment. However, the book also highlights the flaws in the implementation of Bhoomi projects like land records not being cent percent accurate, server problem, shortage of employees at Bhoomicentre, and like wise.

E-procurement promotes greater accountability of the Government, increases efficiency and cost-effectiveness and enables equal access to the public sector market. Developing countries can use e-procurement as a tool to achieve better governance and enhance economic development. The International Conference on E-procurement assisted the participants to gain a better understanding of e-procurement and e-government, and build capacity for the planning and implementing of an e-procurement system. The workshop was intended to assist the participants in defining priorities and specific actions for progressing to e-procurement. Some of the topics addressed at this conference included: re-engineering internal processes of government/public administration, factors critical to the successful implementation of e-procurement including e-training of government officials; stakeholder participation in e-government projects; building community and government leadership; and security and privacy issues in e-procurement. Participants were required to submit a proposal for implementing e-procurement in their countries, which could potentially be executed.
