En effet, l’Afrique connaît une émergence économique et sociale sans précédent. Si elle représente aujourd’hui 2 % du commerce mondial, elle est le continent qui a connu la plus forte croissance dans les échanges internationaux entre 2000 et 2011 ; l’indice de développement humain s’y accroît ; et d’ici 2050, la population aura doublé pour atteindre quasiment 2 milliards d’individus, ce qui en fera l’un des plus grands marchés du monde. Il est urgent que la France prenne la mesure du nouveau contexte africain. Favoriser de manière concrète cette nouvelle dynamique économique en mettant en œuvre un partenariat entre l’Afrique et la France, tel est le défi que propose cet ouvrage issu d’une mission mise en oeuvre à la demande du ministre de l’Economie et des Finances Pierre Moscovici, qui en signe la préface. L’Afrique est appelée à être l’un des pôles majeurs de la mondialisation du XXIe siècle.

Book excerpt: When, in 1960, France granted independence to its colonies in West and Central Africa-an empire covering an area the size of the contiguous United States-the French still intended to retain influence in Africa. Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword.

Book excerpt: Unlike most Asian and Latin American countries, sub-Saharan Africa has seen both an increase in population growth rates and a weakening of traditional patterns of child-spacing since the 1960s. It is tempting to conclude that sub-Saharan countries have simply not reached adequate levels of income, education, and urbanization for a fertility decline to occur. This book argues, however, that such a socioeconomic threshold hypothesis will not provide an adequate basis for comparison. These authors take the view that any reproductive regime is also anchored to a broader pattern of social organization, including the prevailing modes of production, rules of exchange, patterns of religious systems, kinship structure, division of labor, and gender roles. They link the characteristic features of the African reproductive regime with regard to nuptiality, polygyny, breastfeeding, postpartum abstinence, sterility, and child-fostering to other specifically African characteristics of social organization and culture. Substantial attention is paid to the heterogeneity that prevails among sub-Saharan societies and considerable use is made, therefore, of interethnic comparisons. As a result the book goes considerably beyond mere demographic description and builds bridges between demography and anthropology or sociology.
