Book excerpt: Excerpt from The Dublin University Magazine, Vol. 15: A Literary and Political Journal; January to June, 1840 As the expediency of renewing or modifying the charter of the Bank of Ireland, must be decided upon by parliament in the approaching session, and as the subject of Joint Stock Banks, and banking in general will naturally occupy a considerable d ee of public attention, we have reso ved to place before our readers a review of the evidence that has been laid before parliamentary committees, and the principal opinions worthy of notice that have been entertained on the subject. To some of our readers a portion of this article may seem too elementary, -it may appear superflu ous to explain or prove principles about which no doubt can or ought to exist. But before examining the con duct of the banks already established, or the laws by which they are regu lated, it is necessary to lay down some fixed principles by which we should judge of that conduct and those laws, and this cannot be done without some inquiry into the nature of bankin and the utility of banks, and what 18 the proper duty which they ought to perform if well regulated, and what are the services which they ought not to be called upon to perform, and which they cannot attempt without danger to themselves and injury to the public. Lignite coal, in large quantities and of known commercial value, is to be seen in the north of Ireland. Fire clays and kindred deposits can be obtained in abundance; while the manufacture of peat fuel now bids. Fair to become a staple in the land, where the facilities for obtaining the raw material are superior to any other country.
