Book excerpt: Developing country governments and the development aid community are acutely aware of the need to find more effective ways to improve basic living conditions for the poor, as traditional approaches of delivering public support have not always led to the results intended. Results-based financing (RBF) instruments, which tie the disbursement of public funding to the achievement of pre-agreed results, are now recognized as one important piece of the aid delivery puzzle. The aim of these instruments is to enhance the effectiveness of public funding. 'Output-Based Aid: Lessons Learned and Best Practices' provides a practical understanding of the experience with output-based aid (OBA), a results-based instrument that is being used to deliver basic infrastructure and social services to the poor, including through public-private partnerships. OBA has been used in the World Bank Group since 2002, including more recently through the Global Partnership on Output-Based Aid, which has a mandate to design and test OBA approaches. The authors of this book analyze nearly 200 OBA projects in water and sanitation, energy, health, roads, telecommunications, and education. The piloting phase of OBA has in general been a success and OBA has demonstrated clear advantages over traditional approaches in terms of efficiently targeting subsidies and mobilizing the private sector to serve poor households that would otherwise go without an improved service. OBA has also demonstrated that monitoring for results is possible if appropriate systems are put in place. As the first comprehensive review of OBA in eight years, this book will be an essential reference for infrastructure and social services sector experts and OBA practitioners around the world including staff of international financial institutions, public and private service providers, and NGOs as well as for donors and governments who are interested in piloting or scaling up and mainstreaming OBA approaches. Book excerpt: Expansion and development of urban areas require acquisition of land, which, in turn, often requires physical relocation of people who own or occupy this land. Land acquisition and resettlement may also be required to improve the lives of the more than 1 billion people who currently live in slums around the world, most of them in developing countries. Therefore, any effort to embark on significant, sustainable urban development needs to ensure that there are adequate processes for land acquisition and, so that resettlement does not become a constraint to much needed urban development. Planners, policy makers and social scientists can try to implement urban development programs in a way that make people who lose their land, houses or livelihoods become equal partners in the development process. The combination of the high price of urban land, presence of creative individuals in close proximity in urban areas, and the ability of urban space to generate innovative solutions, can help convert urban resettlement into a development opportunity for all. The report illustrates how urban resettlement can become a development opportunity. The Mumbai example shows how the private sector can play a key role, to unleash the potential created by high-value land to provide sustainable housing solutions to those adversely affected, at no cost to the government or the resettlers. Examples from Morocco and Pakistan show how well designed and implemented, citizen-driven resettlement can result in enhanced skills and livelihoods, and can promote overall sustainable urban development. The Mauritania example demonstrates how collective approaches with strong community participation can help address difficult challenges related to housing. The Brazil case shows how resettlement practices with demonstrated, strongly positive outcomes and contributions to urban development can influence governments to incorporate them into their own laws and regulations, helping millions of affected people to benefit from them.

Book excerpt: This Annual Review of Development Effectiveness (ARDE) builds on previous reviews, i.e., the 1998 review, released in a hostile environment of financial crisis, concluded that improvements in project performance cannot be enough, that improvements at a higher plane of program, and country performance should also be present; and, the 1999 review, inscribed within the Comprehensive Development Framework dilemmas, and challenges, identified practices for dealing with those challenges, namely to be based on country commitments to poverty reduction, and sustainable growth. The ARDE 2000 finds that progress was solid on a broad front, but that further progress is likely. Portfolio performance is likely to exceed the Strategic Compact target of seventy five percent satisfactory outcomes; and, sustainability, and institutional development ratings reflect improvements. Though progress is commendable, this review examines four tensions the Bank faces: learning to reconcile client, and corporate priorities; adapting global prescriptions to local conditions; balancing country performance and poverty incidence in allocating its resources; and, achieving efficiency/selectivity, seeking to implement a holistic vision of development. Bank strategies should acknowledge client needs, judicious adaptation to institutional, social, and political fronts should be pursued, and, an approach to poor-performing countries should be addressed.
