Book excerpt: This Environmental Impact Statement (EIS) assesses the potential environmental impacts, both on a broad programmatic level and on a project-specific level, concerning a proposed action to provide new tritium production capacity to meet the nation's nuclear defense requirements well into the 21st century. A capacity equivalent to that of about a 3,000-megawatt (thermal) heavy-water reactor was assumed as a reference basis for analysis in this EIS; this is the approximate capacity of the existing production reactors at DOE's Savannah River Site near Aiken, South Carolina. The EIS programmatic alternatives address Departmental decisions to be made on whether to build new production facilities, whether to build one or more complexes, what size production capacity to provide, and when to provide this capacity. Project-specific impacts for siting, constructing, and operating new production reactor capacity are assessed for three alternative sites: the Hanford Site near Richland, Washington; the Idaho National Engineering Laboratory near Idaho Falls, Idaho; and the Savannah River Site. For each site, the impacts of three reactor technologies (and supporting facilities) are assessed: a heavy-water reactor, a light-water reactor, and a modular high-temperature gas-cooled reactor. Impacts of the no-action alternative also are assessed. The EIS evaluates impacts related to air quality; noise levels; surface water, groundwater, and wetlands; land use; recreation; visual environment; biotic resources; historical, archaeological, and cultural resources; socioeconomics; transportation; waste management; and human health and safety. The EIS describes in detail the potential radioactive releases from new production reactors and support facilities and assesses the potential doses to workers and the general public. This volume contains references; a list of preparers and recipients; acronyms, abbreviations, and units of measure; a glossary; an index and three appendices.
