Book excerpt: Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1669, as implemented by the Council on Environmental Quality regulations (40 CFR Parts 1500-1508), the Department of the Navy announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental consequences of the realignment of F/A-18 aircraft and their associated personnel to Naval Air Station (NAS) Oceana, located in Virginia Beach. Virginia. This action is being conducted in accordance with the Defense Base Closure and Realignment Act of 1990 (Pub. L. 101-510), as implemented during 1995. In accordance with congressional direction implementing the 1995 recommendations of the Defense Base Closure and Realignment Commission (BRAC 95) the Navy will close NAS Cecil Field, Florida, and realign F/A-18 aircraft, personnel, and ancillary activities associated with the existing F/A-18 aircraft, personnel, and ancillary activities associated with the existing F/A-18 missions.

This proposed realignment is associated with the Navy's implementation of the 1995 mandated list of realignments prepared by the Defense Base Closure and Realignment Commission. The proposed action consists of the transfer of 11 F/A-18 fleet squadrons (132 aircraft) and the FRS (48 aircraft) (180 total aircraft) from NAS Cecil Field. The DEIS assesses five reasonable alternative realignment scenarios (ARSs) for the transfer of F/A-18 aircraft and personnel: ARS 1: Realignment of 11 F/A-18 fleet squadrons (132 aircraft) and the F/A- 18 FRS (48 aircraft) (180 total aircraft) to NAS Oceana, Virginia Beach, Virginia; ARS 2: Realignment of two F/A-18 fleet squadrons (24 aircraft) to Marine Corps Air Station (MCAS) Beaufort, South Carolina, and realignment of nine fleet squadrons and the FRS (156 total aircraft) to NAS Oceana; ARS 3: Realignment of three F/A-18 fleet squadrons (36 aircraft) to MCAS Cherry Point, North Carolina, and realignment of eight fleet squadrons and the FRS (144 total aircraft) to NAS Oceana; ARS 4: Realignment of five F/A-18 fleet squadrons (60 aircraft) to MCAS Beaufort; and realignment of six fleet squadrons and the FRS (120 total aircraft) to NAS Oceana; and ARS 5: Realignment of five F/A-18 fleet squadrons (60 aircraft) to MCAS Cherry Point and realignment of six fleet squadrons and the FRS (120 total aircraft) to NAS Oceana.

Book excerpt: The purpose of the proposed action is to relocate four E-2 aircraft squadrons and related support personnel, equipment, and functions from NAS Miramar to one of three alternative naval bases in California. The proposed action includes siting 16 E-2 aircraft, relocating 988 associated personnel and their families, and expanding or constructing facilities to support aircraft and personnel, and to provide associated training functions. In addition to the increased staffing and equipment levels, there would be an increase in Navy training activities and an increase in flight operations at the receiving installation. The three installations considered for the receiving base are Naval Air Weapons Station (NAWS) Point Mugu, Naval Air Station (NAS) Lemoore, and Naval Air Facility (NAF) El Centro. This EIS evaluates the potential environmental impacts that may result from constructing and/or operating airfield, training, maintenance and personnel support facilities required to carry on the E-2 mission at the three alternative base locations. The EIS analyzes potential environmental impacts of the proposed action on biological resources, hydrology/surface water quality, land use and airspace, socioeconomics, traffic and circulation, air quality, noise, aesthetics and visual resources, utilities and services, cultural resources, public health and safety, and hazardous materials and wastes.
