Book Strengthening Forensic Science in the United States

Download or read book Strengthening Forensic Science in the United States written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book Privatization in Latin America

Download or read book Privatization in Latin America written by Alberto Chong and published by World Bank Publications. This book was released on 2005-03-15 with total page 526 pages. Available in PDF, EPUB and Kindle. Book excerpt: Privatization is under attack. Beginning in the 1980s, thousands of failing state-owned enterprises worldwide have been turned over to the private sector. But public opinion has turned against privatization. A large political backlash has been brewing for some time, infused by accusations of corruption, abuse of market power, and neglect of the poor. What is the real record of privatization and are the criticisms justified? 'Privatization in Latin America' evaluates the empirical evidence on privatization in a region that has witnessed an extensive decline in the state's share of production over the past 20 years. The book is a compilation of recent studies that provide a comprehensive analysis of the record of and accusations against privatization, with important recommendations for the future. Seven countries are investigated: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, and Peru. This book will be vital to anyone interested in the privatization debate but especially to those involved in civil service reform, corporate governance, economic policy, finance, and anticorruption efforts. 'Privatization is important but controversial. While economists typically favor it, others are skeptical. This book provides strong scientific evidence that privatization has been beneficial for many Latin American countries, although some privatizations failed and some groups in society lost out. As usual, the devil is in the details: how privatization is carried out and what reforms accompany it are crucial to its success. The book is definitely an invaluable contribution to the privatization debate.' --Oliver Hart, Andrew E. Furer Professor of Economics, Harvard University

Book Democracy and War

    Book Details:
  • Author : David L. Rousseau
  • Publisher : Stanford University Press
  • Release : 2005-03-24
  • ISBN : 0804767513
  • Pages : 410 pages

Download or read book Democracy and War written by David L. Rousseau and published by Stanford University Press. This book was released on 2005-03-24 with total page 410 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom in international relations maintains that democracies are only peaceful when encountering other democracies. Using a variety of social scientific methods of investigation ranging from statistical studies and laboratory experiments to case studies and computer simulations, Rousseau challenges this conventional wisdom by demonstrating that democracies are less likely to initiate violence at early stages of a dispute. Using multiple methods allows Rousseau to demonstrate that institutional constraints, rather than peaceful norms of conflict resolution, are responsible for inhibiting the quick resort to violence in democratic polities. Rousseau finds that conflicts evolve through successive stages and that the constraining power of participatory institutions can vary across these stages. Finally, he demonstrates how constraint within states encourages the rise of clusters of democratic states that resemble "zones of peace" within the anarchic international structure.

Book Council of War

  • Author : Steven L. Rearden

Download or read book Council of War written by Steven L. Rearden and published by Military Bookshop. This book was released on 2012-07 with total page 598 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Established during World War II to advise the President on the strategic direction of the Armed Forces of the United States, the Joint Chiefs of Staff (JCS) continued in existence after the war and, as military advisers and planners, have played a significant role in the development of national policy. Knowledge of JCS relations with the President, the Secretary of Defense, and the National Security Council is essential to an understanding of the current work of the Chairman and the Joint Staff. A history of their activities, both in war and peacetime, also provides important insights into the military history of the United States. For these reasons, the Joint Chiefs of Staff directed that an official history of their activities be kept for the record. Its value for instructional purposes, for the orientation of officers newly assigned to the JCS organization, and as a source of information for staff studies is self-apparent... Adopting a broad view, it surveys the JCS role and contributions from the early days of World War II through the end of the Cold War. Written from a combination of primary and secondary sources, it is a fresh work of scholarship, looking at the problems of this era and their military implications. The main prism is that of the Joint Chiefs of Staff, but in laying out the JCS perspective, it deals also with the wider impact of key decisions and the ensuing policies."--P. vii.

Book Fixing Haiti

    Book Details:
  • Author : Jorge Heine
  • Publisher : United Nations University Press
  • Release : 2011
  • ISBN : 9280811975
  • Pages : 304 pages

Download or read book Fixing Haiti written by Jorge Heine and published by United Nations University Press. This book was released on 2011 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Haiti may well be the only country in the Americas with a last name. References to the land of the "black Jacobins" are almost always followed by the phrase "the poorest country in the Western Hemisphere". To that dubious distinction, on 12 January 2010 Haiti added another, when it was hit by the most devastating natural disaster in the Americas, a 7.0 Richter scale earthquake. More than 220,000 people lost their lives and much of its vibrant capital, Port-au-Prince, was reduced to rubble. Since 2004, the United Nations has been in Haiti through MINUSTAH, in an ambitious attempt to help Haiti raise itself by its bootstraps. This effort has now acquired additional urgency. Is Haiti a failed state? Does it deserve a Marshall-plan-like program? What will it take to address the Haitian predicament? In this book, some of the world's leading experts on Haiti examine the challenges faced by the first black republic, the tasks undertaken by the UN, and the new role of hemispheric players like Argentina, Brazil and Chile, as well as that of Canada, France and the United States.

Book The State of State Reforms in Latin America

Download or read book The State of State Reforms in Latin America written by Eduardo Lora and published by World Bank Publications. This book was released on 2006-10-23 with total page 474 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
