Book excerpt: We use priming, a concept popular in social psychology, to study the effect of identity salience on aspirations for self and children as part of an impact evaluation in Odisha, India. We measure the effect of an individual’s genderand caste-identity salience on improving aspirations for themselves and for their children’s future profession and education. We find that when women are primed on gender, they exhibit higher aspirations for their daughters. Similarly, low-caste women primed on caste are more aspirational for their daughters. We do not find similar results for men. The effect of caste priming is more apparent in areas where significant ethnic heterogeneity exists and muted in ethnically homogenous areas. We find that aspirations for boys are already very high, thus priming has no effect on aspirations for sons.

Book excerpt: Group-based interventions are fast gaining traction in developing countries, often bolstering existing government service delivery systems. Such groups provide development programs with a means of extending their reach to households and individuals that might otherwise not seek public goods and services. However, the very reliance on the notion of “community” in these programs can constrain participation to those with a shared identity. In India, shared caste identity remains a central, and often controversial, element in many community-based programs. We explore the salience of caste identity with a field experiment conducted among women’s self-help groups in an eastern state of India. The experiment focused on the provision of information on nutrition, diet, and kitchen gardens. Specifically, we test the interplay between (a) the provision of information to self-help groups and (b) the caste identity of the information provider relative to the group’s caste identity, to assess what matters more –the message or the messenger. We randomize two treatments – an information treatment and ahomophily treatment – and measure the effect of these treatments on two outcomes: group members’willingness to contribute to a group-owned club good (a collectively managed kitchen garden), andindividual members’ retention of the information they received. We find that (1) information is veryimportant, (2) homophily, or shared caste identity with the information provider, is not that important,but (3) higher-caste information providers elicit greater willingness to contribute. These findings haveseveral implications for the design of public programs that rely on community-based organizations andagents as implementing partners and may thus be susceptible to identity issues, such as the exclusionof lower castes from certain occupations, public spaces or public goods.

Book excerpt: Inequality in South Asia appears to be moderate when looking at standard indicators such as the Gini index, which are based on consumption expenditures per capita. But other pieces of evidence reveal enormous gaps, from extravagant wealth at one end to lack of access to the most basic services at the other. Which prompts the question: How bad is inequality in South Asia? And why would that matter? This book takes a comprehensive look at the extent, nature, and drivers of inequality in this very dynamic region of the world. It discusses how some dimensions of inequality, such as high returns to investments in human capital, contribute to economic growth while others, such as high payoffs to rent-seeking or broken aspirations, undermine it. Drawing upon a variety of data sources, it disentangles the contribution that opportunity in young age, mobility in adult years, and support throughout life make to inequality at any point in time. Equally important, the book sheds light on the prospects of escaping disadvantage over time. The analysis shows that South Asia performs poorly in terms of opportunity. Access to basic services is partial at best, and can be traced to characteristics at birth, including gender, location, and caste. Conversely, the region has had a robust performance in terms of geographical and occupational mobility despite its cluttered urbanization and widespread informality. Migration and jobs have served disadvantaged groups better than the rest, highlighting the importance of the urbanization and private sector development agendas. Support falls somewhere in between. Poverty alleviation programs are pervasive. But the mobilization of public resources is limited and much of it is wasted in regressive subsidies, while inter-government transfers do not do enough to mitigate spatial inequalities.

Book excerpt: Global engineering offers the seductive image of engineers figuring out how to optimize work through collaboration and mobility. Its biggest challenge to engineers, however, is more fundamental and difficult: to better understand what they know and value qua engineers and why. This volume reports an experimental effort to help sixteen engineering educators produce ""personal geographies"" describing what led them to make risky career commitments to international and global engineering education. The contents of their diverse trajectories stand out in extending far beyond the narrower image of producing globally-competent engineers. Their personal geographies repeatedly highlight experiences of incongruence beyond home countries that provoked them to see themselves and understand their knowledge differently. The experiences were sufficiently profound to motivate them to design educational experiences that could challenge engineering students in similar ways. For nine engineers, gaining new international knowledge challenged assumptions that engineering work and life are limited to purely technical practices, compelling explicit attention to broader value commitments. For five non-engineers and two hybrids, gaining new international knowledge fueled ambitions to help engineering students better recognize and critically examine the broader value commitments in their work. A background chapter examines the historical emergence of international engineering education in the United States, and an epilogue explores what it might take to integrate practices of critical self-analysis more systematically in the education and training of engineers. Two appendices and two online supplements describe the unique research process that generated these personal geographies, especially the workshop at the U.S. National Academy of Engineering in which authors were prohibited from participating in discussions of their manuscripts. It focuses on India, examining the legislative processes that led to the 2005 amendment of the Hindu Succession Act 1956, along with several interconnected welfare policies. Scholars have understood these Acts as a response to growing concerns about women’s property rights in developing countries. In re-reading these Acts and exploring the wider nexus of Indian society in which the legislation was drafted, this study considers how questions of family structure and property rights contribute to the creation of legal subjects and demonstrates the significance of the politico-economic context of rights formulation. On the basis of an ethnography of a village in West Bengal, this book brings the moral axis of inheritance into sharp focus, elucidating the interwoven dynamics of bequest, distribution of family wealth and reciprocity of care work that are integral to the logic of inheritance. It explains why inheritance rights based on the notion of individual property rights are inadequate to account for practices of inheritance. Mondal shows that inheritance includes normative structures of affective attachment and expectations, i.e., evaluatively-charged imaginaries of the future that coordinate present practices. These insights pose questions of the dominant resource-based conceptualisation of inherited property in the debate on women’s empowerment. In doing so, this work opens up a line of investigation that brings feminist rights discourse into conversation with ethics, enriching the liberal theory of gender justice.
