Book excerpt: The Departments of Defense (DOD) and State (State) and the U.S. Agency for International Development (USAID) and others are involved in economic development activities in Iraq and Afghanistan. In June 2006, DOD established the Task Force for Business and Stability Operations (Task Force) to support its related efforts. The National Defense Authorization Act (NDAA) for Fiscal Year 2011 required that DOD, State, and USAID jointly develop a plan to transition Task Force activities to State, with a focus on potentially transitioning activities to USAID. Under the authority of the Comptroller General of the United States to conduct work on his own initiative and with additional congressional direction, GAO identified (1) factors to consider in planning any transition of Task Force activities and (2) the extent to which the Task Force established guidance to manage its activities and has shared information with other federal agencies. GAO analyzed documents and interviewed multiple agency officials in Washington, D.C., Iraq, and Afghanistan.

The nearly $800 million Task Force was DOD's principal vehicle for stimulating private sector growth and investment in Afghanistan's war-torn economy. As of September 30, 2015, TFBSO had been appropriated more than $822.85 million since FY 23009 for operations in Afghanistan. TFBSO ended its programs in Afghanistan on December 31, 2014, and ceased all operations on March 31, 2015. Over the past two years, SIGAR has received more complaints of waste, fraud, and abuse relating to TFBSO activities than for any other organization operating in Afghanistan. Book excerpt: Enclosed is the final report of the Defense Science Board task force on Institutionalizing Stability Operations within the Department of Defense (DoD). This task force was asked to consider the institutional hurdles to effectively constitute and use the capabilities for stability operations called for in the 2004 Defense Science Board Report on Transition to and from Hostilities and the subsequent draft Directive to implement the recommendations of the report. In the last year there has been noticeable progress within the Department toward explicit embrace of stability operations as a core activity of DoD on par with combat operations, although there is still a long way to go. In that light, our recommendations should be viewed as accelerants of the process. Unfortunately, during the last year the progress of other elements of the Government has been less fulsome. Thus, we urge that the Department act with dispatch to accelerate the transformation of its own capabilities, while concurrently continuing to give full support to the evolution of capabilities elsewhere within the Government. Even though stability operations are as pervasive as combat operations across the Department, high level leadership and management is currently needed to accelerate transformation. The most important agent of change is the Secretary of Defense. Ideally the Secretary, with the Deputy Secretary, should, in effect, act as Executive Agent for change of the magnitude envisioned. If the Secretary and Deputy Secretary seek additional support beyond that to be provided by the OSD Staff and the Joint Staff, appointing an Executive Agent will accelerate change, and the Secretary of the Army is a possible choice in light of the Army's dominant albeit not exclusive role in stability operations.

Book excerpt: There are multiple players in the global community - governmental, non-governmental, and private sector, who focus their efforts on economic development in post-conflict, fragile, or failed states. In 2006, a new player emerged from the Department of Defense, known as the Task Force for Business and Stability Operations, focused on promoting economic development in Iraq. This novel task force consisted mainly of civilian business personnel who leveraged their private sector expertise to help revitalize Iraq’s industrial economy. After eight years of operating in both Iraq and Afghanistan, the TFBSO shut down operations and transferred its open projects to United States Agency for International Development (USAID). This paper seeks to answer how successful the Task Force was in helping to promote a sustainable economy in Iraq and Afghanistan and what role the Department of Defense should play in economic development activities. It also provides recommendations on what actions should occur to regenerate a more effective capability for future contingencies.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.
