Book excerpt: High performance computing (HPC) has historically played a major role in the ability of the United States to develop and deploy superior weapons, warfighting capabilities, and mission support systems. Under the auspices of the Director, Defense Research and Engineering (DDR & E), the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP) is the focused modernization effort within the DoD to acquire, manage, and sustain modern HPC resources in support of defense science and technology, and developmental test and evaluation. The HPCMP is rapidly evolving past its initial program development and procurement start up phase and is increasing focus on application of HPC technology and resources to priority defense requirements. This plan describes some of the accomplishments achieved by the program in Fiscal Year (FY) 1997 and outlines the major strategies and milestones we expect to achieve over the next two years. The overriding goal of the program is to exploit HPC technology for military advantage across battlespace. The strategy to achieve this goal is to acquire and sustain world class high performance computing and network capabilities for use by defense scientists and engineers.

That plan, prepared by the Office of the Director of Defense Research and Engineering and published in March 1992, provided the rationale, process, timetable, and funding requirements for high performance computing modernization supporting DoD research, development, test, and evaluation. The purpose of this document is to update and revise the Modernization Plan to reflect the activities of the past two years, and to present FY94, FY95, and outyear plans. The DoD HPC modernization program is structured to modernize the total high performance computational capabilities of DoD research and development (R & D) to a level comparable to that available in the foremost civilian and other Government agency R & D environments. The program is multifaceted - creating robustly networked HPC environments at Major Shared Resource Centers, accommodating specialized HPC requirements at Distributed Centers, adapting and developing scalable applications software, and educating users as new architectures and concepts evolve. The program fosters meaningful interaction with the entire HPC community to facilitate sharing knowledge, tools, and expertise.

The Program enables scientists and engineers to further the Department's objectives through research, development, test, and evaluation (RDT & E) activities that support science and technology (S & T), and test and evaluation (T & E). These efforts focus on the most complex, and highest priority defense challenges. This annual report highlights a small portion of the work performed to support the Department. The HPCMP achieves the Program's mission and vision by focusing on five specific goals. Each activity within the program supports one or more of these goals, with progress tracked and successes delineated. These five goals are: 1) acquire, deploy, operate, and maintain best-value supercomputers; 2) acquire, develop, deploy, and support software applications and computational work environments that enable critical DoD research, development, and test challenges to be analyzed and solved; 3) acquire, deploy, operate and maintain a communications network that enables effective access to supercomputers and to distributed S & T/T & E computing environments; 4) promote collaborative relationships among the DoD computational science community, the national computational science community, and minority serving institutions; and 5) continuously educate the research, development, test, and evaluation workforce with the knowledge needed to employ computational modeling effectively and efficiently.
