A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

In Exalted Subjects, noted feminist scholar Sunera Thobani examines the meanings and complexities of these questions in a Canadian context. Based in the theoretical traditions of political economy and cultural / post-colonial studies, this book examines how the national subject has been conceptualized in Canada at particular historical junctures, and how state policies and popular practices have exalted certain subjects over others. Foregrounding the concept of 'race' as a critical relation of power, Thobani examines how processes of racialization contribute to sustaining and replenishing the politics of nation formation and national subjectivity. She challenges the popular notion that the significance of racialized practices in Canada has declined in the post Second World War period, and traces key continuities and discontinuities in these practices from Confederation into the present. Drawing on historical sociology and discursive analyses, Thobani examines how the state seeks to 'fix' and 'stabilize' its subjects in relation to the nation's 'others.' A controversial, ground-breaking study, Exalted Subjects makes a major contribution to our understanding of the racialized and gendered underpinnings of both nation and subject formation.

White examines the expansion of early childhood education and care (ECEC) policies and programs in liberal welfare states, including Australia, Canada, New Zealand, the UK, and the USA. In the first part of the book, the author investigates the sources of policy ideas that triggered ECEC changes in various national contexts. This is followed by a close analysis of cross-national variation in the implementation of ECEC policy in Canada and the USA. White argues that the primary mechanisms for policy change are grounded in policy investment logics as well as cultural logics: that is, shifts in public sentiments and government beliefs about the value of ECEC policies and programs are rooted in both evidence-based arguments and in principled beliefs about the policy. A rich, nuanced examination of the reasons motivating ECEC policy expansion and adoption in different countries, Constructing Policy Change is a corrective to the comparative welfare state literature that focuses on political interest alone.
