Book excerpt: In the wake of the Seven Years' War and the consolidation of British power on the subcontinent, the French monarchy chartered a new East India Company. The Nouvelle Compagnie des Indes was an attempt to maintain French diplomatic and financial credit among European rivals and trading partners within a region integral to the broader imperial economy. Reimagining French power as subsisting through an informal empire of trade, instead of a territorial empire of conquest, officials and intellectuals sought to remake the trading company as a private, "purely commercial" actor, rather than a sovereign company-state. Company Politics offers a new interpretation of political economy, imperialism, and the history of the corporation during the late Old Regime and the French Revolution. Despite its reputation for speculation, corruption, and scandal, Elizabeth Cross argues that the "New Company" emerged from the unique circumstances France faced in India as a weakened imperial power vis à vis the expanding British East India Company. Seeking to control the Company for their own purposes, French government officials, theorists, and private financial actors clashed over differing notions of political economy, debt, and imperial power for Europe and the Indian Ocean world. In doing so, they envisioned new alignments between state and market, challenged the legitimacy of the Old Regime's economic and imperial policies, and sought to revolutionize the underlying corporation itself through progressive demands of corporate self-governance. Thus, the New Company should be seen as an innovative capitalist actor in its own right, not a mere derivative of its Anglo-Dutch competitors. A valuable contribution to scholarship on capitalism, empire, and globalization, Company Politics uses the Company's history to present the Revolutionary Era as one of dynamic economic ideologies, practices, and experimentation, rather than only one of crisis and decline.

Book excerpt: In Volume 15 Jefferson, a veteran of the councils of his own country's revolution, becomes an eyewitness of the opening events of the great upheaval in France in 1789. The Archbishop of Bordeaux and his colleagues of the National Assembly ask Jefferson's aid and counsel in drafting a new constitution; he declines in July but gives a private dinner in August for Lafayette and the moderates who wish to form a coalition and thus avoid civil war. He is catapulted into the limelight by Mirabeau's attack on Necker for the shortage of grain and flour. He advises Lafayette about the latter's proposed draft of a Declaration of Rights and proposes a compromise charter for France in order to gain time, to consolidate the advances already made, and to allow public opinion to ripen. Jefferson dines with De Corny and learns at first hand what happened at the fall of the Bastille. Three days later he is among the crowds with Dugald Stewart, the young Scottish philosopher, as Louis XVI is "led in triumph by his people thro' the streets of the capital." He writes long dispatches to Jay and private letters to Thomas Paine and Richard Price, among others, detailing the events that he regarded as "the first chapter of the history of European liberty." Early in September Jefferson becomes ill and, treated by a philosopher-physician, is possessed by the idea that "the earth belongs in usufruct to the living." He urges Madison to develop this concept and to apply it to American legislation--but his ostensible purpose is supported by arguments addressed wholly to the situation in France, whereby he furnishes justification for the abolition of ancient debts, the public appropriation of feudal grants, the wiping out of hereditary privileges, and the eradication of monopolies. Late in September, with Polly, Patsy, Petit, and two servants, Jefferson leaves Paris for a six months' leave, unaware that the same day the United States Senate confirmed his nomination as Secretary of State. Four weeks later he lands in Norfolk, where he is greeted by the officials--and finds that politics and anti-federalism are far from inactive in Virginia.

His huge collection of French Revolutionary publications is one of the greatest libraries of its kind to be formed during the period of the Revolution. Maclure bestowed the collection on the Philadelphia Academy of the Natural Sciences in 1821, and the Academy in turn gave the collection to the Historical Society of Philadelphia, In 1949 it was acquired by the University of Pennsylvania.
