Book excerpt: In its decision of 7 December 1941 to adopt a policy of unrestricted submarine warfare--the destruction of all vessels entering a designated war zone--the United States not only dramatically reversed its previous foreign policy position of defending freedom of the seas but in doing so adopted a policy that had been one of the chief provocations for U.S. entry into World War I against Germany. Janet M. Manson contends that this decision also proved to be a watershed in U.S. foreign policy because it provided the precedent and rationale for using advanced weapons technology against noncombatants. Incorporating previously unavailable historical materials that have only recently been released through U.S. archives and compiling much information available only in archives and libraries in West Germany, this groundbreaking study provides multinational perspectives based on multiarchival research. Manson carefully considers the complex historical, political, economic, legal, and military rationale for the decision. Detailed examinations of the discourse on submarine warfare among various governmental departments and sub-departments provide not only a more accurate account of the decisionmaking process involved in these events but also reveal the crucial influence of World War I precedent on World War II practice: The U.S. relied heavily on German submarine practice in both world wars in reaching its decision to implement unrestricted submarine warfare. Manson argues that although U.S. and German systems of government and foreign policy objectives were completely different, a similar rationale prompted their adoption of unrestricted submarine warfare. Seven chapters range chronologically from Germany's use of unrestricted submarine warfare during World War I to the American decision to adopt that policy in 1941. The final chapter identifies the implications and consequences of the decisions. This is the only scholarly work to provide detailed examinations of the decisions and the decisionmaking process from German and American perspectives. It will be standard resource for scholars and other readers investigating naval history, diplomacy, warfare, and World War II history.

This new book shows how until 1944 U-boats operated as submersible torpedo craft which relied heavily on the surface for movement and charging their batteries. This pattern was repeated in WWII until Allied anti-submarine countermeasures had forced the Germans to modify their existing U-boats with the schnorkel. Countermeasures along also pushed the development of high-speed U-boats capable of continuously submerged operations. This study shows how these improved submarines became benchmark of the post-war Russian submarine challenge. Royal Navy doctrine was developed by professional anti-submarine officers, and based on the well-tried combination of defensive and offensive anti-submarine measures that had stood the press of time since 1917, notwithstanding considerable technological change. This consistent and holistic view of anti-submarine warfare has not been understood by most of the subsequent historians of these anti-submarine campaigns, and this book provides an essential and new insight into how Cold War, and indeed modern, anti-submarine warfare is conducted.

This study draws on archival resources and the rich scholarship of German naval history over the past five decades to review the evolution of Raeder's concept of naval strategy and his attempts to achieve the political and military means necessary to attain the navy's global naval ambitions. While previous histories have viewed Raeder as a product of the Wilhelmian era and heir to Admiral von Tirpitz's sea power ideology, this work clearly demonstrates the navy's affinity with Hitler's fascism. Author Keith Bird refutes Raeder's own argument that his navy was non-political and independent and shows him to be a political activist and the architect of German naval policy. For the first time, Raeder's strict leadership of the navy after 1928 and his relationship to Hitler and the National Socialist state is placed in the context of Raeder's formative years as an Imperial naval officer, his First World War combat experience, and his critical role in the survival and development of the post-war Reichsmarine. The author traces the impact of Hitler's influence on both the pace and nature of naval rearmament 1933-1939 and the conduct of the Kriegsmarine in war as well as Raeder's furtive attempts to influence Germany's strategic thinking in favor of a maritime strategy. Blinded by his need to justify the navy's existence and achieve his vision of world power, Raeder was ultimately defeated by the contradictions in his own policies as well as Hitler's and the realities of Germany's resources and military necessities.

Book excerpt: Although countless books have been written about the U-boat war in the Atlantic, precious few facts have come to light about the men who served in the submarines that wrought such havoc on Allied ships. Eager to get beyond the stereotypes perpetuated in movies and novels and find out who these elusive sailors really were, archivist Timothy Mulligan started searching official records. Eventually he went straight to the source, conducting a survey of more than a thousand U-boat officers and enlisted men and interviewing a number of them personally. The result is this character study of the German submarine force that challenges traditional and revisionist views of the service. Mulligan found striking similarities in the men's geographic and social origins, education, and previous occupations, particularly within the specialized engineering and radio branches of the submarine force. The information he gathered establishes quantifiable patterns in age, length of service, and experience, as well as the organization's overall recruitment policies and training standards. The numbers and losses of U-boat personnel are also fully examined. Beyond these objective characteristics, this study lists such subjective factors as morale, treatment of enemy ship survivors, and the relationship of the submariners to the Nazi regime, and it confirms a serious crisis in morale in late 1943. The roles played by the head of the U-boat arm, Grand Admiral Karl Donitz, and its organizational chief, Admiral Hans-Georg von Friedeburg, are thoroughly addressed. Mulligan concludes that the U-boat arm quickly evolved from a handpicked elite to a more representative sample of the German navy at large but continued to be treated as an elite force. The only comprehensive investigation yet published, this book also draws on POW interrogations of U-boat survivors and documentation of Kriegsmarine personnel policy obtained from German archives.
