Book excerpt: This book is a radical reinterpretation of the process that led to Mexican independence in 1821—one that emphasizes Mexico's continuity with Spanish political culture. During its final decades under Spanish rule, New Spain was the most populous, richest, and most developed part of the worldwide Spanish Monarchy, and most novohispanos (people of New Spain) believed that their religious, social, economic, and political ties to the Monarchy made union preferable to separation. Neither the American nor the French Revolution convinced the novohispanos to sever ties with the Spanish Monarchy; nor did the Hidalgo Revolt of September 1810 and subsequent insurgencies cause Mexican independence. It was Napoleon's invasion of Spain in 1808 that led to the Hispanic Constitution of 1812. When the government in Spain rejected those new constituted arrangements, Mexico declared independence. The Mexican Constitution of 1824 affirms both the new state's independence and its continuance of Spanish political culture.

Book excerpt: The poignant saga of Guatemala’s adoption industry: an international marketplace for children, built on a foundation of inequality, war, and Indigenous dispossession. In 2009 Dolores Preat went to a small Maya town in Guatemala to find her birth mother. At the address retrieved from her adoption file, she was told that her supposed mother, one Rosario Colop Chim, never gave up a child for adoption—but in 1984 a girl across the street was abducted. At that house, Preat met a woman who strongly resembled her. Colop Chim, it turned out, was not Preat’s mother at all, but a jaladora—a baby broker. Some 40,000 children, many Indigenous, were kidnapped or otherwise coercively parted from families scarred by Guatemala’s civil war or made desperate by unrelenting poverty. Amid the US-backed army’s genocide against Indigenous Maya, children were wrested from their villages and put up for adoption illegally, mostly in the United States. During the war’s second decade, adoption was privatized, overseen by lawyers who made good money matching children to overseas families. Private adoptions skyrocketed to the point where tiny Guatemala overtook giants like China and Russia as a “sender” state. Drawing on government archives, oral histories, and a rare cache of adoption files opened briefly for war crimes investigations, Rachel Nolan explores the human toll of an international industry that thrives on exploitation. Would-be parents in rich countries have fostered a commercial market for children from poor countries, with Guatemala becoming the most extreme case. Until I Find You reckons with the hard truths of a practice that builds loving families in the Global North out of economic exploitation, endemic violence, and dislocation in the Global South.

This book provides an analytical model that will facilitate an understanding of the scope and direction of recent reforms, offering insight into the conditions under which minimum income schemes are introduced, expanded or retrenched. Natili presents a comparative analysis of policy trajectories of minimum income schemes in Italy and Spain between the mid-1980s and 2015. Although these two countries had similar points of departure, and faced comparable functional pressures and institutional constraints, they experienced remarkably different developments in this policy field in the last two decades. This comparative analysis provides empirical evidence of the impacts of different types of credit-claiming dynamics resulting from the interaction of socio-political demand with political supply. The Politics of Minimum Income also assesses the reform processes both in countries that have introduced MIS in the age of austerity (such as Portugal) and in countries that have retrenched them (Austria and Denmark).

Despite democratisation, the exhumation of mass graves containing the victims from the violence in Cyprus (1963-1974) and the Spanish civil war (1936-1939) was delayed until the early 2000s, when both countries suddenly decided to revisit the past. Although this contradicts the actions of other countries such as South Africa, Bosnia, and Guatemala where truth recovery for disappeared/missing persons was a central element of the transition to peace and democracy, Cyprus and Spain are not alone: this is an increasing trend among countries trying to come to terms with past violence. Truth Recovery and Transitional Justice considers the case studies of Spain and Cyprus and explores three interrelated issues. First, the book examines which factors can explain prolonged silence on the issue of missing persons in transitional settings. It then goes on to explore the transformation of victims’ groups from opponents of truth recovery to vocal pro-reconciliation pressure groups, and examines the circumstances in which it is better to tie victims’ rights to an overall political settlement. Finally, the author goes on to compare Spain and Cyprus with Greece- a country that remains resistant to post-transitional justice norms. This book will be of interest to students of transitional justice, human rights, peace and conflict studies and security studies in general.

Book excerpt: Science and Catholicism in Argentina (1750–1960) is the first comprehensive study on the relationship between science and religion in a Spanish-speaking country with a Catholic majority and a "Latin" pattern of secularisation. The text takes the reader from Jesuit missionary science in colonial times, through the conflict-ridden 19th century, to the Catholic revival of the 1930s in Argentina. The diverse interactions between science and religion revealed in this analysis can be organised in terms of their dynamic of secularisation. The indissoluble identification of science and the secular, which operated at rhetorical and institutional levels among the liberal elite and the socialists in the 19th century, lost part of its force with the emergence of Catholic scientists in the course of the 20th century. In agreement with current views that deny science the role as the driving force of secularisation, this historical study concludes that it was the process of secularisation that shaped the interplay between religion and science, not the other way around.

As early as 1892, Levin Goldschmidt expressed concern that the GmbH would replace 'principally more solid forms of company'. However, this criticism did not prevent the company form of the GmbH from being adopted in numerous European countries, or at least seriously considering its reception.

Book excerpt: Democracy has always been an especially volatile form of government, and efforts to create it in places like Iraq need to take into account the historical conditions for its success and sustainability. In this book, Joel Horowitz examines its first appearance in a country that appeared to satisfy all the criteria that political development theorists of the 1950s and 1960s identified as crucial. This experiment lasted in Argentina from 1916 to 1930, when it ended in a military coup that left a troubled political legacy for decades to come. What explains the initial success but ultimate failure of democracy during this period? Horowitz challenges previous interpretations that emphasize the role of clientelism and patronage. He argues that they fail to account fully for the Radical Party government’s ability to mobilize widespread popular support. Instead, by comparing the administrations of Hipólito Yrigoyen and Marcelo T. de Alvear, he shows how much depended on the image that Yrigoyen managed to create for himself: a secular savior who cared deeply about the less fortunate, and the embodiment of the nation. But the story is even more complex because, while failing to instill personalistic loyalty, Alvear did succeed in constructing strong ties with unions, which played a key role in undergirding the strength of both leaders’ regimes. Later successes and failures of Argentine democracy, from Juan Perón through the present, cannot be fully understood without knowing the story of the Radical Party in this earlier period.
