In the absence of mineral resources, the elite organised and managed the labour of peasant producers as efficient as possible. In order to stay in power and benefit from it, the presidential clan chose a development model that would not change the political status quo. When the latter was threatened, the elite invoked the preservation of group welfare of the Hutu, called for Hutu unity and solidarity and relied on the great mass (rubanda nyamwinshi) for the execution of the genocide. A strategy as simple as it is horrific. The genocide can be regarded as the ultimate act of self-preservation through annihilation under the veil of self-defense. Why did tens of thousands of ordinary people massacred tens of thousands other ordinary people in Rwanda in 1994? What has agricultural policy and rural ideology to do with it? What was the role of the Akazu, the presidential clan around president Habyarimana? Did the civil war cause the genocide? And what insights can a political economy perspective offer ? During the 1970s and 1980s, Africans and Westerners alike came to view dictatorship to be as much a part of the region’s social landscape as its grinding poverty. Yet the end of the Cold War and the sharpening of the economic crisis at the end of the 1980s have breathed new life into campaigns for democracy in Africa, shaking the foundations of many long-standing autocracies. In some cases, dramatic transitions took place, though the fate of the new democracies is far from certain. This volume explores the origins and evolution of political reform movements in several states of francophone Africa. The authors first make the case for the distinctiveness of francophone Africa, based on the influences of colonial history, language, and France’s contemporary role in Africa, then survey the challenges of reform, including the problems of transition from authoritarianism and consolidation of democratic regimes. Case studies of thirteen former French and Belgian colonies follow, organized by level of reform achieved: peaceful regime change, incremental reforms, repressed reform efforts, and reform in the midst of war.

Book excerpt: Rwanda and Burundi are strikingly similar countries that underwent democratization in the early 1990s. In both, resistance to democratic reforms led to coups d’état and presidential assassinations. A conundrum arises in terms of what transpires next. In Rwanda, total genocide was perpetrated by extremist Hutu actors, including government officials, upon the country’s Tutsi and politically moderate Hutu populations. In Burundi the coup d’état failed and instead ushered in a lengthy period of civil war. This divergence in outcome is puzzling given the similarity of these two countries, and it is not adequately explained by studies that address collective violence in each. This book utilizes an integrative approach that facilitates the formation of an explanation that more fully accounts for variation in the type of collective violence that occurred in Rwanda and Burundi. Showing that political actors – during periods of major institutional change – do not all respond to or perceive reform in the exact same manner or in a necessarily rational manner, this book makes an important contribution to the literature on ethnic conflict, collective violence and democratization in Africa.
