Book excerpt: It is widely anticipated that autonomous vehicles will have a transformational impact on military forces and will play a key role in many future force structures. As a result, many tasks have already been identified that unmanned systems could undertake more readily than humans. However, for this to occur, such systems will need to be agile, versatile, persistent, reliable, survivable and lethal. This will require many of the vehicles ‘cognitive’ or higher order functions to be more fully developed, whereas to date only the ‘component’ or physical functions have been successfully automated and deployed. The book draws upon a broad range of others’ work with a view to providing a product that is greater than the sum of its parts. The discussion is intentionally approached from the perspective of improving understanding rather than providing solutions or drawing firm conclusions. Consequently, researchers reading this book with the hope of uncovering some novel theory or approach to automating an unmanned vehicle will be as disappointed as the capability planner who anticipates a catalogue of technical risks and feasibility options against his favoured list of component technologies and potential applications. Nevertheless, it is hoped that both will at least learn something of the other’s world and that progress will ensue as a result. For the defence policy and decision maker, this is a "must-read" book which brings together an important technology summary with a considered analysis of future doctrinal, legal and ethical issues in unmanned and autonomous systems. These applications include surveillance, reconnaissance, remote sensing, target acquisition, border patrol, infrastructure monitoring, aerial imaging, industrial inspection, and emergency medical aid. Vehicles that can be considered autonomous must be able to make decisions and react to events without direct intervention by humans. Although some UAVs are able to perform increasingly complex autonomous manoeuvres, most UAVs are not fully autonomous; instead, they are mostly operated remotely by humans. To make UAVs fully autonomous, many technological and algorithmic developments are still required. For instance, UAVs will need to improve their sensing of obstacles and subsequent avoidance. This becomes particularly important as autonomous UAVs start to operate in civilian airspaces that are occupied by other aircraft. The aim of this volume is to bring together the work of leading researchers and practitioners in the field of unmanned aerial vehicles with a common interest in their autonomy. The contributions that are part of this volume present key challenges associated with the autonomous control of unmanned aerial vehicles, and propose solution methodologies to address such challenges, analyse the proposed methodologies, and evaluate their performance.

Accompanying the technological developments, there has been much dialogue around the potential for CAVs to help solve a range of economic, social, and environmental issues. Some of CAVs purported benefits include, for example, greater efficiency in the use of existing transport infrastructure, improved safety through removing human error, and widening access to automobility. However, there are also many potential downsides, and whether and how CAVs will deliver on their promise remains shrouded in much uncertainty and not a small degree of scepticism. This book views developments around CAVs through the lens of local policymakers and the towns and cities they represent. We argue it is now time to expand the dialogue to include consideration for towns and cities beyond those early adopters to understand how they will fare, and how CAVs might interact with other important policy agendas facing them. We discuss the different challenges that CAVs will pose for the urban built environment and the required forms of preparedness for these. We also explore how CAVs will interact with other uses and users of cities, including potentially competing efforts to enhance urban wellbeing and liveability. Finally, we consider how responses to CAVs are being developed and what the implications of these are. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials.
