Available in PDF, EPUB and Kindle. Book excerpt: Boon or blight? Ann Bowman and Michael Pagano define "vacant land" broadly, to include everything from brownfields (environmentally contaminated land) through trashed lots and abandoned buildings to greenspace (parks, community gardens, etc.). Terra Incognita takes a fresh look at what they believe can be the ultimate urban resource. Beyond the common studies of the influence of market forces, it explores how these areas are affected by the decisions of local governments, and then shows how vacant land can be a valuable strategic asset for localities. Terra Incognita derives from what—until now—has been the lack of substantial information about the amount and the diversity of urban vacant land. This book is based on an unprecedented survey sent to all U.S. towns with a population greater than 50,000, and contains data previously unavailable. Three cities were studied in greater depth for detailed case studies: the greater Phoenix and Seattle areas and Philadelphia-Camden. A number of other cities are cited frequently, including Boston, Chicago, Detroit, New York, Cleveland, Cincinnati, and Oklahoma City, among many others. Identifying the fiscal, social, and development imperatives that drive the decisions local officials make about using vacant land, Bowman and Pagano pay particular attention to the varying dynamics of sales, property, and income taxes, and conclude with a model for making strategic decisions about land use based on a city's priorities.

Book Development of Unused Land Classic Reprint

Download or read book Development of Unused Land Classic Reprint written by United States Bureau of Reclamation and published by Forgotten Books. This book was released on 2015-07-04 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Development of Unused Land Dear Mr. Speaker: Herewith I transmit a report upon the development of the unused lands of the country made under authority of the last Congress. This report in much detail gives the possible projects which are available in the various States. The field has not been fully covered because the appropriation made was not sufficent to go further. We have, however, gone far enough to demonstrate that in most of the States, North, South, and West, there, are great bodies of unused lands which with drainage or clearing can be made available at a comparatively small cost for farms. This work has been carried on in the prospect that the Congress would see fit to give to our returned soldiers and sailors an opportunity to go upon these lands under proper guidance and convert them into home farms for themselves. There are one or more bills pending before Congress having this end in view. It is a work that must in my opinion be undertaken soon if we are to maintain our position as a self-supporting people. And surely no other group deserve this opportunity more than the soldiers in the late war. I would not urge this as an exclusive method of stimulating and recognizing the ambition of our soldiers, but I believe it to be one method that carries good and no harm to the country and to the men themselves. If the objection is raised that the Federal finances will not support the drain proposed. I beg to advise that I am authoritatively informed that there will be no difficulty in selling $500,000,000 in Government 33/4 per cent nontaxable bonds which would be sufficient to cover the expenditures contemplated under the Smoot-Mondell bill. This would be in the nature of a reimbursable fund, the whole being repaid over a long period by the farm owners. Book Land Policy and Urban Growth

Download or read book Land Policy and Urban Growth written by Haim Darin-Drabkin and published by Elsevier. This book was released on 2013-10-22 with total page 461 pages. Available in PDF, EPUB and Kindle. Book excerpt: Land Policy and Urban Growth explores the relationships between urban growth patterns, land prices, and land policies in countries with market economies. The effects of the peculiar character of the private land market on land prices are discussed, along with the link between market mechanisms and government intervention in the urban-growth process. Comprised of 18 chapters, this book begins with a brief survey of patterns of urban growth, with emphasis on the high rate of urban expansion and what future land needs might be in urban areas. The next section is concerned with urban land prices in industrialized and developing countries and highlights the dramatic increases in urban land prices arising from urban development. Various theories of urban land-price formation are examined, together with public policies on urban land and their impact not only on the land market but also on land supply and allocation. Finally, some alternative urban land policies are outlined. This monograph will be of interest to policymakers involved in land use and urban planning.

Book Land Ownership and Land Use Development

Download or read book Land Ownership and Land Use Development written by Erwin Hepperle and published by vdf Hochschulverlag AG. This book was released on 2017-01-10 with total page 371 pages. Available in PDF, EPUB and Kindle. Book excerpt: Across Europe, land is constantly the subject of enormous and widely varied pressures. The land we have is shrinking in area due to numerous reasons, including those that are directly related to climate change and migration. In fact all disciplines that have responsibilities for the husbandry use, management, and administration of the land are forced to address the problems of how to plan and how to utilise this increasingly valuable resource. The papers contained within this book emerge from two symposia held in 2014 and 2015, which now have been arranged along four general themes reflecting the multi-disciplinary nature of the disciplines concerned with land. The first part is dedicated to the interpretation of key terms in their context and the dissimilar conceptual approaches in the governance of different states. It is followed by papers that identify the process of decision-taking: how to organize and co-operate. One large section addresses the identification of land pattern changes and the reason for it. The papers in the final cluster deal with the general theme of strategies and measures used to steer future evolution in land policies. The publication addresses various needs that have to be balanced: the tasks of living space in the face of societal and demographic changes, infrastructure supply, challenges of an increasingly urbanised region, food production, ‘green energy’, natural hazards, habitats and cultural landscapes protection.

Book Reframing Adopt a Lot Managing Vacant Land for Community Benefit in Pittsburgh PA

Download or read book Reframing Adopt a Lot Managing Vacant Land for Community Benefit in Pittsburgh PA written by Emerson (William) O'Donnell and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The challenges presented by vacant land are a pressing issue in many so-called legacy cities of the American Rust Belt and East Coast, where the loss of industry since the mid-20th century has led to shrinking populations and decline. Land left unused on former residential and industrial sites contributes to urban decline in these cities via its impact on the tax base, increased crime rates, and a general sense of disuse and abandonment. However, vacant land can provide opportunities for cities as well, in the form of new, transformative uses including greenways, parks, urban farms and green stormwater infrastructure(Mallach & Brachman, 2013). The development of such transformative uses requires a process which allows individuals or organizations interested in rehabilitating vacant land to identify and gain access to land that suits their purposes. Cities benefit from a streamlined process for acquiring and distributing vacant land, overseen by an entity such as a land bank (Schilling & Logan, 2008). Cities which lack a coherent process for handling vacant land often struggle to manage the use of vacant land within their limits, leading to reinforcing feedback loops of decline as unmanaged vacant lots drive down property values, create spaces where undesirable behavior can flourish, and damage the communities which surround them. Such feedback loops disproportionately develop in marginalized communities affected by disinvestment and decay, leaving vulnerable neighborhoods open to collapse or destructive gentrification (Mallach, 2018). This research seeks to develop a fuller understanding of the current situation regarding vacant land and its management within the City of Pittsburgh, a mid-sized legacy city in Pennsylvania, in the eastern United States. This study aims to characterize the distribution of vacant land across the city and its relationship to environmental factors, to gather major themes from stakeholder interviews on the current state of city policies which aim to return vacant land to use, and to explore the idea of creating a data standard which could support or improve existing practices for the management of vacant land. ..." -- from Introduction
