Book excerpt: This report describes the development of guidelines for determination of maintenance and repair (M and R) needs of airfield pavements. The guidelines are based on the pavement condition index (PCI) and other condition indicators, including rate of deterioration, cause of deterioration, load carry capacity, skid resistance/hydroplaning, surface roughness, and extent of previous M and R. The M and R methods were divided into three general categories: routine, major, and overall. The mean pavement PCI was found to relate strongly to M and R needs represented by these three M and R categories. M and R zones for use in selecting the appropriate M and R category were established based on the mean pavement PCI. Other condition indicators are used to further aid in the selection of feasible M and R alternatives. Recommended M and R methods for the different distress types and severity levels were developed. Economic analysis procedures were developed for comparing M and R alternatives. The airfield pavement condition survey and rating procedures have been successfully field-tested. Performing the condition survey according to these procedures does not require expensive equipment; only a measuring wheel and straightedge are required. The results can be used to rate pavement condition and to select M and R requirements for all pavement features of the airfield.

Book excerpt: With an increase in air traffic and relatively limited new airport pavement construction, a major effort is being devoted to strengthening, rehabilitating, and maintaining existing pavements with emphasis on improved safety and increased capacity. This study was undertaken to provide airport pavement engineers with techniques for assessing the present condition of an airport pavement, for making comparisons of design predictions to actual performance, and for making predictions as to the remaining life of a pavement. A review of existing techniques for surface condition evaluation was made, and the best features of each procedure were extracted for the development of the proposed FAA procedure. The basis of this procedure is taken from work done by the U.S. Army Construction Engineering Research Laboratory (CERL), and the condition rating procedure developed by CERL for the Air Force was rated as the most comprehensive method reviewed and was selected as the method with the most potential for use on civil airports. Appendix A presents the condition survey procedure, and Appendix B presents an airport pavement distress identification manual. (Author).

Book excerpt: The Air Force has for several years been actively engaged in the development of a Pavement Maintenance Management System. The first accomplishment of this study was the development of improved procedure for determining the relative condition of airfield pavements. These improved procedures are presented in detail in this report. These procedures were developed during FY 75 and 76 and validated by field tests during FY 76 and 77. Two conferences, attended by Command Pavement Engineers from all Major Commands, have been held at Tyndall AFB, Florida (30 Nov - 2 Dec 1976, 18 - 20 October 1977), to discuss and revise these procedures. It was the consensus of the attendees at these conferences that these procedures provided vastly improved methods for determining the relative condition of airfield pavements. Thus, CEEDO was requested, during the conference held in October 1977, to publish, in some form, instructions for the use of these procedures as soon as possible. As a result this technical report is being published in the same format as that used for Chapter 3, 'Airfield Pavement Condition Survey Report, ' AFR 93-5. The Air Force Civil Engineering Center (AFCEC), at Tyndall AFB, Florida, has the responsibility for revising AFR 93-5. It is recommended that the information presented in this report be used as a basis for revision of Chapter 3, AFR 93-5. (Author).

Book excerpt: An airfield pavement investigation was performed in November 1995 at Robert Gray Army Airfield, Fort Hood, Texas, to develop information pertaining to the structural adequacy of the airfield pavements for continued use under current mission and upgrading of the pavements for mission changes. The pavement surface condition was evaluated by use of the pavement condition index (PCI) condition survey procedure, and a nondestructive evaluation procedure was used to determine the load-carrying capability of the pavements and overlay requirements for continued use of the pavements under current missions. Results of the evaluation are presented including: (a) a tabulation of the existing pavement features, (b) the results of the nondestructive tests performed using a falling weight deflectometer, (c) the PCI and rating of the surface of each pavement feature, (d) a structural evaluation and overlay requirements for rigid and flexible pavement (4,900 passes and 2,600 passes of the B-747 aircraft, respectively), (e) the pavement classification number for each pavement facility, and (f) maintenance and repair recommendations based on the structural evaluation and condition survey.

PAVER is a field-tested, validated pavement maintenance management for airports, cities, counties, and military installations which is designed to optimize the funds allocated for pavement maintenance and rehabilitation (M & R). This report discusses the development of the Micro PAVER program and its capabilities in the areas of pavement network inventory, project prioritization, inspection scheduling, determining present and future network condition, determining maintenance and rehabilitation needs, budget planning, and economic analysis. The Micro PAVER technology is based on the Pavement Condition Index (PCI) survey and rating procedure developed at USA-CERL. The PCI, which is a numerical index from 0 to 100, is a measure of the pavement's structural integrity and operational condition and is computed as a function of distress type, severity, and quantity. The PCI provides an objective and consistent measure of pavement condition. Micro PAVER provides data and procedures for practical decisionmaking to identify cost-effective maintenance and rehabilitation needs for roads, streets, parking lots, and airfield pavements. The Micro PAVER system shows the effects on the pavement network of performing no major rehabilitation, allows the determination of life cycle costs for various M & R alternatives, and provides a rational and objective basis for evaluating pavement condition and determining M & R needs and priorities.

Book excerpt: Infrastructure inspection and maintenance is a necessary, and often costly, process required for civil engineering structures throughout a project's life-cycle to ensure continued safety and serviceability. While many of these procedures have seen the introduction of technologies to assist, augment, or automate traditional methods of inspection, current practices for assessing airfield pavement serviceability remain predominately manual. Though roadway inspection has benefited from automation with the introduction of various types of sensor arrays attached to automobiles, the characteristics of airfields and their pavements have prompted research into the use of drones as a flexible, and low cost solution for automating aspects of the inspection process. As one of the largest owners and operators of airfield pavement across the globe, the United States Air Force has a unique interest in implementing such a process in a way that is both compliant and compatible with current institutional guidelines. Funded by the US Air Force Civil Engineering Center, this research proposes a novel method for conducting an automated airfield pavement condition index (PCI) survey on Air Force owned airfields using drone mounted imaging technology. Intermediate results from different stages of field testing over an auxiliary airfield located at the Air Force Academy in Colorado Springs, CO are presented and discussed in detail. Ultimately, the automated data collection and analysis developed by this study produced a PCI value of 56.5, which strongly agrees with manual inspection results that calculated a PCI value of 54 for the same runway. Also presented is a fiscal analysis of the autonomous method being proposed. Using uncertainty analysis and Monte Carlo simulation, cost estimates are given for replacing manual PCI inspections with an autonomous solution across a large number of airfield pavement assets. These estimates provide economic insights into factors that affect technological development and implementation and suggest that replacing manual methods with an autonomous system could reduce inspection costs roughly 25%.
