This book examines the evolution of US aid to the region, describes and explains US aid to the region since 1960. Focus is placed on four successive initiatives, the Alliance of Progress for the 1960s, the New Directions Mandate of the 1970s, the Private Enterprise Initiative of the 1980s and the Democracy Initiative of the 1990s. Empirical examples of actual programs, drawn from primary source documents, are used to illustrate more general propositions. The primary objectives of this study are to describe and explain US assistance policy toward Latin America during the past four decades and account for changes in the aid regime over time. Such assistance is typically linked to either the developmental needs of recipient countries, or the economic interests of transnational corporations.

Book excerpt: Since the inception of Western development assistance, significant changes in the makeup of donors, recipients, development goals, and strategies have taken place. However, major donor institutions have not yet weighed the impact of these changes on their operations and objectives in anticipation of the future global environment. Discussing trends that will profoundly affect development assistance strategy, the authors raise such questions as: Will the demand for Western technical assistance drop sharply over the next decade? Was the Latin American debt crisis precipitated by the loan practices of international commercial banks? Should aid to Africa be shifted from investment in rural desert areas to investment in urban planning and infrastructure? Also examined are such concerns as the outside management of agricultural research; the U.S. focus on purchasing political allegiance with its aid programs, thus creating dependent nations; the threat to East Asian economic growth posed by the micro-electronics revolution; and the growing conflict between western aid and trade objectives. The authors' purpose is not to provide definitive prescriptions for future development programs, but rather to focus the attention of policymakers on important, but often neglected, issues.

The wars, economic hardship, and political unrest and instability that have dominated news of the region have been years in the making, the products of flawed and inequitable economic, social, and political structures. The International Commission for Central American Recovery and Development (ICCARD) was formed to provide a thorough diagnosis and analysis of Central America’s problems and to draft a comprehensive long-term strategy to move the region from decline to development. In this report ICCARD—through forty-five international experts in economics, public policy, management, and development it assembled for this purpose—attempts to rise above rhetoric and simplistic remedies to focus on well-reasoned, thorough, and realistic approaches to economic and social development. This volume reviews the unequal access of marginal groups to political and economic participation, the precarious situation of Central American financial institutions, the international debt situation, the prospects for regional political and economic integration, and other aspects of regional development. Each of these challenges is addressed by specific recommendations to the Central American governments, the governments of the industrialized nations, and international organizations.
