Streeck 1999 S. 13). Ihre spezifi-schen Merkmale sind vergleichsweise hohe Löhne bei einer geringen Ungleichheit von Ein-kommen und Lebensstandard. Erreicht wird dies unter anderem durch eine zwar kapitalisti-sche Marktwirtschaft, jedoch unter Einbeziehung einer großen Anzahl von Institutionen, die diese Marktwirtschaft organisieren und streng regulieren. Dieses ehemals so erfolgreiche deutsche System gerät jedoch mehr und mehr unter Druck, sodass zu bezweifeln ist, ob es in seiner ursprünglichen Art weiter erfolgreich sein kann. In dieser Seminararbeit soll das System des deutschen Kapitalismus mit seinen Schwächen und Belastungen, wie der relativ hohen Arbeitslosigkeit und einer nachlassenden Innovations-fähigkeit in den achtziger und neunziger Jahren, behandelt werden. Des Weiteren wird der Fragestellung nachgegangen, inwiefern die Wirtschaftskrise im Jahr 1993 ein Ende des bishe-rigen deutschen Kapitalismus bedeutet haben könnte. Welche Auswirkungen hatte die deut-sche Wiedervereinigung auf das sowieso geschwächte deutsche System? Ein weiterer zentra-ler Themenpunkt sind die Auswirkungen der Globalisierung auf den deutschen Kapitalismus. In welche Richtung kann er sich unter diesen schweren Bedingungen weiterentwickeln? Zu-letzt wird die Thematik von einem aktuellen Standpunkt, auch in Anbetracht der gerade zu-rückliegenden Wirtschaftskrise, betrachtet.

Besonders betroffene Bereiche sind die Unternehmensführung, die Rolle der Banken und der politische Einfluss. Dieser Wandlungsprozess hat das Verhalten der wirtschaftlichen und politischen Akteure verändert, so dass die neu entstandenen Strukturen einer aktualisierten Analyse bedürfen. Die Politikwissenschaftler Peter A. Hall und David Soskice haben in ihrem Buch „Varieties of Capitalism“ die deutsche Spielart des Kapitalismus eingeordnet und untersucht. Peter A. Hall ist Professor der Europawissenschaften und Co-Direktor des „Program on Successful Societies“ am Canadian Institute for Advanced Research. David Soskice ist Professor der Politikwissenschaft an der Duke University in North Carolina. Er hat darüber hinaus einen Lehrstuhl am Wissenschaftszentrum für Sozialforschung in Berlin (WZB) inne. Zur vergleichenden Analyse kapitalistischer Systeme wurden bisher der „modernization approach“ (Andrew A. Shonfield: 1965), der „neo-corporatism“ (Philippe Schmitter, Gerhard Lehmbruch: 1979) und der „social system of production approach“ (Michael J. Piore, Charles F. Sabel: 1986) herangezogen. Hall und Soskice legen den Schwerpunkt bei ihrem Ansatz auf die unterschiedlichen, institutionellen Ausprägungen politisch verfasster, ökonomischer Systeme und ermöglichen auf dieser Basis eine vergleichende Analyse nationalkapitalistischer Systeme. Dieser Ansatz wird auch „Institutionenökonomie“ genannt. Diese Arbeit will, ausgehend von Hall und Soskice, den Wandel der deutschen Spielart des Kapitalismus beschreiben. Dabei sollen die Spielart und der Ansatz der Autoren erläutert werden. Dazu werden nur einige Teilsphären der deutschen Kapitalismusvariante ausgewählt. Darüber hinaus soll mit Hilfe von themenbezogener Literatur, aktuellen Beispielen aus der Tagespresse und Statistiken überprüft werden, inwieweit der Ansatz zutreffend ist. Am Schluss sollen Aussagen dazu getroffen werden, ob Sicht von Hall und Soskice gestützt werden kann und wo Widersprüche bestehen.

Book excerpt: There is a striking chronological parallel between Germany’s transition from a post-Malthusian regime to modern economic growth and the formation of a modern nation-state between the late 1860s and the early 1880s, which culminated in the events of 1871.The central question of this book is whether and how such state formation did in fact contribute to economic development. Twenty chapters written by leading experts in their respective fields deal with various aspects of the book’s main question. Together, they identify three channels by which national unification contributed to Germany’s economic development: (1) Creation of a nation-state completed a process of institutional Unification of a large inland area and thereby increased the integration of domestic markets. (2) Unification raised the capacity of the political system with respect to regulating complex domains, such as stock companies, patenting, and social insurance. (3) The emerging political regime of market-preserving federalism promoted the quality of economic institutions. Moreover, a set of chapters dealing with the experience of other European economies apart from Germany during the second half of the nineteenth century highlight additional factors in nineteenth-century economic development, most notably the first wave of modern globalization and economic geography. Readers interested in the history of state building and the economic history of Germany and of Europe in general during the age of industrialization and globalization and students of the economic effects of political integration and decentralized state growth will all gain much from this book.

Book excerpt: Rhenish capitalism is an ideal-typical model of capitalism which is characterised by a bank-centered financing system, close economic ties between banks and companies, a balance of power between shareholders and management, and a social partnership between unions and employers. The West German economy of the 1950s to the 1980s is the prime example of that model of capitalism which contrasts with the liberal Anglo-Saxon forms of capitalism. In accordance with recent debates about Varieties of Capitalism, the authors argue that research on capitalism should pay more attention to change over time. The book also claims to put the firm into the centre of analysis. The empirical contributions uncover the differences between French and German corporate governance practices comparing two European automobile producers (VW and Renault), analyse legal debates and practices of corporate control in post-war Germany, show the tension between national corporate governance and increasing internationalisation by reference to four major West German producers of chemicals, pharmaceuticals and fibres; and explore the opportunities encountered by German big banks vis-à-vis their customers from big industry. Furthermore, they show that coordinating culture in the supply relationship of the German automobile industry came under pressure at the end of the boom and stress the importance of communication processes as a basis for interest coordination in Rhenish capitalism. The chapters in this book were originally published as a special issue of the journal Business History.

Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.
