This debate is focused on the United States, but how have the politics of security influenced the commitment to freedom in other liberal democracies? Colleen Bell argues that Canada’s counter-terrorism practices should not be framed as a departure from liberal governance in which freedom is traded for security but rather as a restructuring of modalities of governance through the framework of security. Addressing issues such as security certificates, the war in Afghanistan, and the detainment and torture of Abdullah Almalki in Syria, Bell demonstrates that security measures are not simply eroding civil liberties, they are also fundamentally reshaping ideas and practices of freedom. This trenchant examination of Canada’s “War on Terror” exposes how the logic and practices of security are increasingly coming to define our rights and freedoms.

If so, how do the responses of the two countries compare in terms of their negative impacts on refugee rights? Refugee Law after 9/11 undertakes a systematic examination of available legal, policy, and empirical evidence to reveal a great irony: refugee rights were already so whittled down in both countries before 9/11 that there was relatively little room for negative change after the attacks. It also shows that the Canadian refugee law regime reacted to 9/11 in much the same way as its US counterpart, and these similar reactions raise significant questions about security relativism and the cogency of Canadian and US national self-image.

This book argues that, in a securitized global context and through racialized immigration and security policies, Arab Canadians have become “targeted transnationals.” Media representations have further legitimized their homogenization and racialization. The contributors to this book examine state practices towards, and media representations of, Arab Canadians. They also present voices that counter the dominant discourse and trace forms of community resistance to the racialization of Arab Canadians.

This partnership went seriously astray, however, amid a series of fundamental errors by Canadian agencies and their misplaced trust in American willingness to abide by both international and US laws against torture. As a result, numerous Canadian citizens and residents were illicitly detained abroad and subjected to suffering and mistreatment. In Detained Daniel Livermore analyzes the emergence of Islamic fundamentalist extremism and its Canadian implications, including the erroneous investigations that targeted Canadians and led to their detentions in Syria, Egypt, Pakistan, Libya, Tunisia, and Sudan.
