Book excerpt: We investigate whether democracy aid flows, which are directed towards the democratization of recipients by covering democracy-related programs and government and civil society activities, affect the future political regime of recipient countries. We introduce a multinomial multivariate logit model and we use 5-year averaged data covering the period 1972-2004 for 59 democracy-aid recipient countries categorized into three broad classes according to the prevalent political regime. We find strong evidence that democracy aid flows are positively associated with the likelihood of observing a partly-democratic or a fully-democratic political regime in recipient countries and that this result is robust to the potential endogeneity of democracy assistance. We also find some evidence that democracy aid works better jointly with economic liberalization.

Book excerpt: The role of Western NGOs in the transition of postcommunist nations to democracy has been well documented. In this study, Paulina Pospieszna follows a different trajectory, examining the role of a former aid recipient (Poland), newly democratic itself, and its efforts to aid democratic transitions in the neighboring states of Belarus and Ukraine. Belarus is widely regarded as the most authoritarian state in the region, while Ukraine is witnessing a slow, if often troubled, democratic consolidation. Each state presents a different set of challenges to outside agencies. As Pospieszna shows, Poland is uniquely positioned to offer effective counsel on the transition to democracy. With similarities of language and culture, and a shared history, combined with strong civic activism and success within the European Union, Poland's regional policies have successfully combined its need for security and a motivation to spread democracy as primary concerns. Pospieszna details the founding, internal workings, goals, and methods of Poland's aid programs. She then compares the relative degrees of success of each in Belarus and Ukraine and documents the work yet to be done. As her theoretical basis, Pospieszna analyzes current thinking on the methods and effectiveness of NGOs in transitions to democracy, particularly U.S.- and European-led aid efforts. She then views the applicability of these methods to the case of Poland and its aid recipients. Overwhelmingly, Pospieszna finds the greatest success in developmental programs targeting civil society—workers, intellectuals, teachers, students, and other NGO actors. Through extensive interviews with government administrators and NGO workers in Poland and the United States, coupled with archival research, Pospieszna assembles an original perspective on the mitigation of the 'postcommunist divide'. Her work will serve as a model for students and scholars of states in transition, and it provides an overview of both successful and unsuccessful strategies employed by NGOs in democracy assistance.

This book asks when, why, and how foreign aid has facilitated, or hindered, democratization in sub-Saharan Africa. Instead of looking at foreign aid as a monolithic resource, the book examines the disparate impacts of aid specifically intended for development outcomes and aid explicitly aimed at democracy promotion. Careful attention is also given to examining the role of various aid modalities, including general budget support, and the influence of non-traditional donors. In doing so, the authors use a combination of cross-country quantitative analyses and in-depth case studies of Benin, Ghana, Malawi, Mali, Mozambique, Tanzania, and Zambia based on recent interviews with donors, government officials, and civil society organizations. Unlike other work on aid and democracy, the book carefully considers how foreign aid affects various elements of the democratization process, including transitions to multiparty systems and democratic consolidation. In terms of the latter, the authors analyse what role different types of aid play in avoiding a breakdown of multiparty democracy or an erosion of civil liberties, reinforcing parliaments and judiciaries, promoting free and fair elections and a vibrant civil society, and encouraging competitive party systems. Overall, the authors' findings suggest that the best means for enhancing the effectiveness of aid for development outcomes is not always the most optimal way of promoting democratic consolidation, and the book provides policy recommendations to try and reconcile these trade-offs.

Book excerpt: The dissertation is a first attempt to explore democracy assistance efforts provided by a young democracy that was a recipient of similar aid in the past. The study investigates approaches to democracy assistance, reasons for a young democracy's engagement, methods and effectiveness of efforts to promote democratic ideas and practices in recipient countries. Specifically, the research examines how government and social actors in a young democracy conceptualize democracy assistance and how their view on democracy aid is different from approaches used by Western donors. Then, why and how a former recipient country goes about assisting other states in their struggles for democracy are investigated. Finally, the research is motivated by the question of how democracy assistance efforts by a young donor can be evaluated in terms of their potential to diffuse democracy to other recipient countries. This project demonstrates several main findings based on comparative case studies of Polish democracy assistance to Ukraine and Belarus. These conclusions contribute to the theory and practice of democracy assistance. First, the Polish approach to democracy assistance takes into account the political situation of recipient country and is carefully crafted when directed to authoritarian and democratic regimes in terms of types of assistance, choice of domestic partners, and strategies used in the programs. This assistance also seems to avoid pitfalls described in the literature on democracy assistance. Second, this dissertation reinforces the importance of civil society as a sender and recipient of democracy assistance. This study unveils the key role of Polish NGOs in shaping the state's democracy assistance and their unique ability to reach civil society groups in recipient Belarus and Ukraine. Third, this research reveals a great deal about the features of cross-border work as a method of democracy assistance to exert an impact on civil society groups. Polish NGOs engage in close collaborative work with foreign civil society groups. By demonstrating the democratizing potential of cross-border projects, the dissertation shows that this form of assistance may contribute to the overall diffusion of democracy in the region, thus strengthening the role of regional actors in promoting democratic values and practices.
