They show how government often expands to cope with acute conflicts; money is made more readily available; the transfer of resources acquires frantic pace; and so society becomes more attuned to a money-centric, modern life. Dialogues from below challenge this accepted path to peacebuilding and new subjectivities emerge from movements for social justice by women, migrants, farmers, dalits, low-caste, and other subaltern groups. The idea of a government of peace sits at the core of the interlinked issues of social governance, peace-building, and security. Free and independent media are a key element in democracies, where they play a vital role as a bridge or transmission belt between society and those who govern. The security sector, however, tends to remain resistant to the processes of democratisation and civilian oversight. Legitimised by the concerns of "national security", governments and security elites advance reasons for lack of transparency and low levels of public scrutiny. Despite some attempts to manage public and media relations, the levels of transparency in performing the tasks and communicating them to the media remain less than ideal. The global war on terror and heightened security threats across the world further contribute to the curbing of freedom of expression, access to information and public scrutiny of the security sector activities. This publication examines the complex relationship between Western security structures and the media, and uses it to draw implications for the role of media in the ongoing processes of democratisation and "security sector reform" (SSR) in transitional countries. It thus offers a unique perspective on the convergence of security, governance and media in democratic and democratising contexts.

Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Security Unbound demonstrates that governing through suspicion poses serious challenges to democratic practice. Some of these challenges are familiar, such as the erosion of the right to privacy; others are less so, such as the post-human challenge to citizenship. Security unbound provokes us to see that the democratic political stake today is not our security but preventing insecurity from becoming the organising principle of political and social life.

Within the field of Security Sector Reform (SSR), academics have paid significant attention to both the police and military. The democratisation of intelligence structures that are at the very heart of authoritarian regimes, however, have been relatively ignored. The central aim of this book is to develop a conceptual framework for the specific analytical challenges posed by intelligence as a field of governance. Using examples from Latin America and Europe, it examines the impact of democracy promotion and how the economy, civil society, rule of law, crime, corruption and mass media affect the success or otherwise of achieving democratic control and oversight of intelligence. The volume draws on two main intellectual and political themes: intelligence studies, which is now developing rapidly from its original base in North America and UK; and democratisation studies of the changes taking place in former authoritarian regimes since the mid-1980s including security sector reform. The author concludes that, despite the limited success of democratisation, the dangers inherent in unchecked networks of state, corporate and para-state intelligence organisations demand that academic and policy research continue to meet the challenge. This book will be of much interest to students of intelligence studies, democracy studies, war and conflict studies, comparative politics and IR in general.
