At the same time, they began a process of shifting many governmental responsibilities from the national to the state and local levels. Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”

Professor O'Donnell begins by arguing that conceptions of 'the state' and 'democracy', and their respective defining features, significantly influence each other. Using an approach that is both historical and analytical, he traces this relationship through the idea of legally sanctioned and backed agency which grounds democratic citizenship. From this standpoint he explores several aspects of the democratic regime and of the state, distinguishing four constitutive dimensions (bureaucracy, legality, focus of collective identity, and filter). He goes on to examine the role played by the idea of 'the nation' or 'the people', and the ways in which the state represents itself to different sections of society, especially in countries marred by deep inequality and pervasive poverty. Drawing on the examples of democratic and non-democratic regime, he discusses the dialogical spaces congenial to democracy, as well as examining the options that may or may not enable agency, and the complex comparative and ethical issues raised by the intersection of agency with globalization and legal pluralism.Throughout these discussions several comparative vistas are opened, especially but not exclusively toward Latin America. The book concludes by offering a justification of democracy, even of the flawed democracies that nowadays abound. Book excerpt: The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

Book excerpt: To date, the nascent consequential notion of ‘multiple modernities’ has been predominately grounded in historical research with the purpose of validating the theory. Yet, the notion of multiple modernities represents a radical transformation in the way modernity and, indeed, the contemporary world is viewed. As such, the central aim of this volume is to explore the implications and hidden understanding of the multiple modernities research project beyond historical analysis in order to investigate its wide ranging omnipresent implications as they exist in communication and in the social order of societal membership in contemporary societies. This volume collects new research about multiple modernities and globalization. It shows the new turn of sociological theory in the contemporary scene with respect to multiple modernities, multi-centrism, transglobality, hybridization and multiculturalism, and explores it as a new area of societal communication – one that takes effect in the sectors of a global society as a ‘society of societies’. The studies in this book converge to demonstrate that the route of Western modernization, its cultural program and its institutional structure, does not follow the pathway of modernization that we have thus far observed in the emerged new area. Rather, the continuation of the multiple modernities research program is given a new design, researching the social structure and dynamic of postmodern societies, their exchange and the debate about the flow of free resources.
