Book excerpt: The Secretary's November 10, 1997, DRI was DOD'S latest effort to reform operations and processes. The report was an outgrowth of recommendations made in the Report of the Quadrennial Defense Review. The Quadrennial Defense Review report noted that, while DOD had reduced active duty personnel by 32 percent between 1989 and 1997, it had reduced the number of people performing infrastructure functions by only 28 percent. That report called for significant additional reductions in military and civilian personnel. Reductions called for by the Quadrennial Defense Review and others already planned by DOD would reduce military and DOD civilian personnel end strength levels by an additional 59,000 and 130,000 positions, respectively, below their fiscal year 1998 levels.

DoD relies overwhelmingly on commercial electrical power grids for secure, uninterrupted electrical power supplies to support its critical assets and is the single largest consumer of energy in the U.S. In 2008, it was reported that "[c]ritical national security and homeland defense missions are at an unacceptably high risk of extended outage from failure of the grid". Commercial electrical power grids have become increasingly fragile and vulnerable to extended disruptions that could severely impact DoD's critical assets. This report addresses these issues and argues that with more detailed knowledge of the assets' risks and vulnerabilities to electrical power disruptions, DoD can better avoid compromising crucial DoD-wide missions during electrical power disruptions.

To address its goals for energy projects, DOD also has been using alternative financing from private-sector contracts rather than relying solely on annual federal appropriations to fund projects upfront. The House and Senate reports accompanying their respective bills for the National Defense Authorization Act for 2017 included provisions that GAO review DOD's alternatively financed energy projects. This report (1) evaluates the military services' use of alternative financing arrangements since 2005 and data collected and provided to DOD on those projects; (2) assesses reported project savings and verification of reported performance, and (3) describes benefits and disadvantages and potential other costs of using alternative financing rather than up-front appropriations. GAO analyzed and reviewed DOD data, relevant guidance, and project documentation; interviewed cognizant officials; and reviewed a nongeneralizable sample of projects.

Book excerpt: While DOD has taken some important steps to implement DCIP, it has not developed a comprehensive management plan to guide its efforts. Our prior work,10 as well as the Standards for Internal Control in the Federal Government,11 emphasizes the importance of such a plan and management controls, respectively, to guide program implementation. Accordingly, this plan should include key elements, such as developing and issuing guidance, coordinating stakeholders efforts, and identifying resource requirements and sources. DOD s most recent effort to protect critical infrastructure began in September 2003 and, as of May 2007, most of DOD s DCIP guidance was either newly issued or still in draft form. In the absence of finalized guidance, DOD components have been pursuing Results in on established programs, such as the antiterrorism program, to implement DCIP, even though antiterrorism has not been formally linked to DCIP. Although DOD issued a DCIP directive in August 2005, the lead office ASD(HD & ASA) lacks a chartering directive that defines important roles, responsibilities, and relationships with other DOD organizations and missions. In March 2003, the Deputy Secretary of Defense required the Director of Administration and Management within the Office of the Secretary of Defense to, among other things, define the relationship between the Directorates for HD & ASA and Special Operations and Low- Intensity Conflict and Interdependent Capabilities regarding several matters, including antiterrorism missions, in a chartering directive. However, as of May 2007, more than 4 years later, this task has not been accomplished. Similarly, because DOD s strategy on tracking and monitoring critical infrastructure was not issued until 2006, components have been collecting different information on their infrastructure, which, over the long term, could complicate information sharing and analysis across the DOD components and sector lead agents.

Book excerpt: Department of Defense (DoD) installations rely on the commercial electricity grid for 99 percent of their electricity needs, but extensive energy delivery outages in 2012 have reinforced that the U.S. electricity grid is vulnerable to disruptions from natural hazards and actor-induced outages, such as physical or cyber attacks. In the event of a catastrophic disaster--such as a severe hurricane, massive earthquake, or large-scale terrorist attack--DoD installations would also serve as a base for emergency services. To enhance energy security, DoD has identified diversifying energy sources and increasing efficiency in DoD operations as critical goals. But how to enhance energy security across the portfolio of installations is not clear and several questions remain unanswered: Energy security for how long? Under what conditions? At what cost? The underlying analytical questions are, what critical capabilities do U.S. installations provide, and how can DoD maintain these capabilities during an energy services disruption in the most cost-effective manner? Answering these questions requires a systems approach that incorporates technological, economic, and operational uncertainties. Using portfolio analysis methods for assessing capability options, this paper presents a framework to evaluate choices among energy security strategies for DoD installations. This framework evaluates whether existing or proposed installation energy security strategies enhance DoD capabilities and evaluates strategy cost-effectiveness.

This, the second GAO report, has (1) determined the status of DOD's efforts to develop and implement a risk management approach to ensure the availability of DIB assets, and (2) identified challenges DOD faces in its approach to risk management. GAO analyzed plans, guidance, and other documents on identifying, prioritizing, and assessing critical domestic and foreign DIB assets and held discussions with DOD and contractor officials.
