Book excerpt: A survey was performed of the energy data needs of the Department of Defense to serve as the basis for the design of a Defense energy information system. Concerns and typical problems of DoD managers related to energy were identified and categorized in order to define types of data the information system would have to handle. Data deficiencies and limitations of existing DoD information systems were described. Using ARPA developed advanced information system technology a concept was designed which would be capable of integrating the data bases into a central computerized data structure that could be accessed remotely via terminals on the ARPA network. A stepwise program for modular implementation of the concept was recommended including tests and user trials. (Author).

Elements of a program plan for implementation of an immediate problem-solving DEIS capability were presented, and recommendations for evolutionary growth to a longer term capability were included. Book excerpt: The total energy system concept has been proposed as a possible means of reducing the cost of providing electricity at M.I.T. An overview of key factors influencing the possible shift to a total energy system approach is presented. Campus steam and electrical load profiles are defined and the dependence of load upon ambient temperature is analyzed. Load growth and the future impact of conservation measures at M.I.T. are addressed in relation to the relative sizing of a proposed total energy plant. A demand model is constructed for use in simulating the operation of alternative total energy designs on a computer. A comparison of 1976 consumption data at M.I.T. with that predicted by the load model is made, establishing the validity of the model for further use in total energy system simulation. Methods of modeling different equipment configurations are discussed for the purpose of devising computer programs to aid in comparative cost studies. (Author).

Public culture is the basic culture of a city and has far-reaching significance in shaping Urban culture. Social services refer to activities in the fields of education, medical and health care, elderly care, childcare, housekeeping, culture, tourism, sports, and other social sectors that rely on diverse entities to provide services to meet the multi-level and diverse needs of the people. They are related to the most direct and practical interests of the general public. There is an essential difference between social services and for-profit commercial services, as they are welfare services. PCSS explores how to make society develop better and people feel happier by discussing the relationship between public culture and social services. The specific content, activities, and services provided by public culture need to be adapted to the level of social development and supply capacity, and therefore are dynamically adjusted, up-to-date, and tailored to local conditions. Public culture involves a wide range of social undertakings, including ideology, culture, news and publishing, radio and television, as well as national fitness, popular science, and mass rule of law cultural activities. Social services belong to the basic public services provided by the government, which is the most prominent feature of public culture compared to other cultural types and forms, and also the theoretical basis for forming a policy system for public cultural services. Public culture and social services interact with each other, and to a certain extent, public culture determines the type of social services, which in turn affects the development of public culture.

Book excerpt: The Cold War Era left the major participants, the United States and the former Soviet Union (FSU), with large legacies in terms of both contamination and potential accidents. Facility contamination and environmental degradation, as well as the accident vulnerable facilities and equipment, are a result of weapons development, testing, and production. Although the countries face similar issues from similar activities, important differences in waste management practices make the potential environmental and health risks of more immediate concern in the FSU and Eastern Europe. In the West, most nuclear and chemical waste is stored in known contained locations, while in the East, much of the equivalent material is unconfined, contaminating the environment. In the past decade, the U.S. started to address and remediate these Cold War legacies. Costs have been very high, and the projected cost estimates for total cleanup are still increasing. Currently in Russia, the resources for starting such major activities continue to be unavailable.
