Book excerpt: Over the period 2007–2013, a series of undertakings were made to introduce fundamental elements of decentralized education finance to Egypt. In 2009, 8.4M Egyptian pounds (EGP) of the Government of Egypt’s (GOE) budget was decentralized to every primary school in three pilot governorates. By 2013, EGP 1.2B of the GOE’s money had been decentralized nationwide. This paper describes what these undertakings strived to achieve, what specifically was done to achieve these objectives, the degree to which these objectives were achieved, the reasons why they were achieved to the degree they were with particular attention paid to the institutional and political context within which these undertakings unfolded. The account of the technical work that was undertaken to decentralize these funds is important, but more important is the account of the interplay between the technical work, the fact that this work supported a GOE-led initiative, and the volatile political environment—pre-revolution, revolution, and post-revolution Egypt—in which the work was done for it is here where important lessons about reform emerge.

Some reforms are likely to give local entities, including schools, greater control over education finances. In 2007, the Government of Egypt began to decentralize some non-personnel recurrent finances from the Ministry of Education and the Ministry of Finance (MOF) to lower-level jurisdictions using a number of simple and transparent enrollment- and poverty-based funding formulas. By 2010, a sizable amount of capital expenditure was also being transferred to lower levels of the system via similar equity-based funding formulas. Prior to these formula-based decentralization efforts, a large amount of education-related non-personnel recurrent finances had been moving from the MOF to the muderiyat. Analysis of these latter allocations reveals that they are highly inequitable on an inter-governorate per-student basis, ranging from EGP 966 per student in New Valley to EGP 25 per student in 6th of October. This paper examines the nature and potential causes of this inequity and puts forth a way in which these funds could also be transferred using an equity-based funding formula that “holds harmless” those muderiyat that would lose absolute amounts of money under a more equitable distribution scheme.

Book excerpt: This thesis examines why and how decentralisation remains central to education reform in Egypt since 1990, despite the mixed outcome. It focuses on three sets of explanatory factors: the national and international contexts, the actors involved and their interests, and policy transfer and influence mechanisms. Three decentralisation models are examined: community schools, school-based management and public-private partnerships. Documentary and network analyses are used to identify the key actors and interviewees. Using interviews and government and international agencies" documents and reports, process tracing is then used to identify the mechanisms and influencing contextual factors. The thesis focuses on three stages of the policy process: adoption and formulation, implementation and retention to explain decentralisation persistence. International agencies influenced adoption by both coercion through funding pilots and persuasion through framing the models to fit the interests of political sponsors such as the First Lady, the Secretary-General of the National Council for Childhood and Motherhood, Ministers of Education and the ruling party before the 2011 uprising. These sponsors were interested in a limited form of administrative decentralisation to raise financial resources for infrastructure to expand access to education, improve education quality and governance, improve their electoral position and respond to international pressures for democratisation and rights protection. The formulation of the models involved bounded-rational learning by national actors from foreign experts and experiences. The policy implementation and retention stages also involved coercion and persuasion by international agencies and bounded-rational learning by national actors. The data show that complementary mechanisms played a role in these two stages, but these were minor. These findings contribute to the emerging literature on the politics of education policymaking in developing countries by emphasising the importance of examining the different stages of the policy process and focusing on the role of context, actors and transfer and influence mechanisms.

Book excerpt: Central governments' supply-side expansions of schooling have not equally benefited all members of society, especially girls, indigenous peoples, tribal groups, disadvantaged minorities, and the poor. Public spending on education is often inefficient, higher education is subsidized at primary education's expense, and costs are becoming insupportable. To tackle such issues, some governments are exploring demand-side financing, whereby public funds are given directly to individuals or institutions on the basis of expressed demand. Use of decentralized, demand-side financing mechanisms (like vouchers and stipends) is common in member countries of the Organization for Economic Cooperation and Development. After defining several mechanisms, this booklet provides some country examples aiming to increase school enrollment: stipends in Bangladesh, community financing in Chad, targeted bursaries in China and Mexico, voucher schemes in Colombia, assistance to private schools serving poor children in the Dominican Republic and Pakistan, student loans in Jamaica, and community grants in Pakistan. Program success depends on beneficiaries' involvement and support, parents' active participation, private-sector schools' involvement, partnerships with commercial enterprises, flexibility, capacity building, cultural relevance, equity principles, and transparent fund transfer formulas. Book excerpt: Dissatisfied with centralized approaches to delivering local public services, a large number of countries are decentralizing responsibility for these services to lower-level, locally elected governments. The results have been mixed. The paper provides a framework for evaluating the benefits and costs, in terms of service delivery, of different approaches to decentralization, based on relationships of accountability between different actors in the delivery chain. Moving from a model of central provision to that of decentralization to local governments introduces a new relationship of accountability-between national and local policymakers-while altering existing relationships, such as that between citizens and elected politicians. Only by examining how these relationships change can we understand why decentralization can, and sometimes cannot, lead to better service delivery. In particular, the various instruments of decentralization-fiscal, administrative, regulatory, market, and financial-can affect the incentives facing service providers, even though they relate only to local policymakers. Likewise, and perhaps more significantly, the incentives facing local and national politicians can have a profound effect on the provision of local services. Finally, the process of implementing decentralization can be as important as the design of the system in influencing service delivery outcomes.
