Book Cyber Risk Surveillance A Case Study of Singapore

Download or read book Cyber Risk Surveillance A Case Study of Singapore written by Joseph Goh and published by International Monetary Fund. This book was released on 2020-02-10 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cyber risk is an emerging source of systemic risk in the financial sector, and possibly a macro-critical risk too. It is therefore important to integrate it into financial sector surveillance. This paper offers a range of analytical approaches to assess and monitor cyber risk to the financial sector, including various approaches to stress testing. The paper illustrates these techniques by applying them to Singapore. As an advanced economy with a complex financial system and rapid adoption of fintech, Singapore serves as a good case study. We place our results in the context of recent cybersecurity developments in the public and private sectors, which can be a reference for surveillance work.

Book Making Sense of Cyber Capabilities for Small States

Download or read book Making Sense of Cyber Capabilities for Small States written by Francis C. Domingo and published by Routledge. This book was released on 2022-03-28 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: Domingo explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. He develops a systematic explanation for why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities. Studies on cyber conflict and strategy have substantially increased in the past decade but most have focused on the cyber operations of powerful states. This book moves away from the prominence of powerful states and explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. It develops a systematic explanation of why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities despite its obscure strategic value. The book argues that the distribution of power in the region and a "technology-oriented" strategic culture are two necessary conditions that influence the development of cyber capabilities in small states. Following this argument, the book draws on neoclassical realism as a theoretical framework to account for the interaction between these two conditions. The book also pursues three secondary objectives. First, it aims to determine the constraints and incentives that affect the utilization of cyber capabilities as foreign policy instruments. Second, the book evaluates the functionality of these cyber capabilities for small states. Lastly, it assesses the implications of employing cyber capabilities as foreign policy tools of small states. This book will be an invaluable resource for academics and security analysts working on cyber conflict, military strategy, small states, and International Relations in general.

Book Securitising Singapore

Download or read book Securitising Singapore written by Syed Mohammed Ad’ha Aljunied and published by Routledge. This book was released on 2019-07-15 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Aljunied examines how the Singaporean government developed a comprehensive state–society strategic relationship by ‘securitising’ vital policy areas because of Singapore’s vulnerability as a global city state. In the twenty-first century, the Singaporean government has strategically renewed an existing form of authoritarian rule by ‘militarising’ national security governance. The main objective is to widen and deepen state power. Senior military-trained civilian political leaders and bureaucrats use military personnel, command and control, terminology and strategy of war to deal with non-traditional security challenges leading to the state’s further domination over civil liberty and civil society. Aljunied analyses the information and communication, health and climate–environment sectors. The case studies highlight the way the Singaporean government has used varying forms of political engagement, surveillance and legislation to limit civil liberty and inhibit the development of civil society. This book is a valuable resource for researchers and students of Singapore Studies as well as for the readers of Security Studies with an interest in the global–local nexus in a small state context. It is a pioneering scholarly study on the national security framework and the use of non-traditional security discourse to strengthen state power and social stability at the expense of political liberalism.

Book 2021 Financial Sector Assessment Program Review Background Paper On Quantitative Analysis

Download or read book 2021 Financial Sector Assessment Program Review Background Paper On Quantitative Analysis written by International Monetary and published by International Monetary Fund. This book was released on 2021-05-28 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews quantitative tools of financial stability assessments under the Financial Sector Assessment Program (FSAP). A key focus of FSAPs is on methodologies to gauge risks on a system-wide level and propose mitigating measures. Therefore, the paper concentrates on the main elements of the FSAP’s macroprudential stress testing framework:(i) the interaction among solvency, liquidity, and contagion risks in the banking sector, (ii) the assessment of the health of nonbank financial institutions (NBFIs), their interactions with banks and their impact on financial markets, (iii) the assessment of the health of nonfinancial sectors and their links to the financial sector, and (iv) macroprudential policy analysis. The paper also reviews recent improvements in microprudential bank solvency stress testing—an important foundation for the macroprudential stress testing framework—and discusses new tools for emerging risks (climate change, fintech, and cyber).

The authors investigate these developments in a holistic manner and from a wide range of perspectives: both public and private, business and consumer, regulators and supervisors. Initially, they set the framework of their analysis by discussing innovation cycles in financial services. Thereafter, they tackle the issue of financial innovations and their consequences for financial stability. They then review the new approaches to financial consumers’ protection, which emerged in the aftermath of the global financial crisis. The authors underline the fact that this new approach is heavily influenced by the recent innovative drive in the financial industry. Next, they switch their attention to the public sector, examining the innovative processes in monetary policy and central banks, structural innovations in the supervisory models and systems, and they assess some specific supervisory challenges regarding blockchain and the application of mathematics in the supervisory capacity. Additionally, the book examines a range of issues related to the private sector, such as recent developments regarding risk transferring mechanisms on the financial market, artificial intelligence and natural language processing for regulatory filings, the development of process management in insurance companies and other innovative products on the market. Finally, Innovation in Financial Services discusses how the digital transformation of the financial system impacts the interaction between the public and private sectors. This book was released on 2016-01-26 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our increased reliance on computer technology for all aspects of life, from education to business, means that the field of cyber-security has become of paramount importance to us all. This book presents the proceedings of the inaugural Singapore Cyber-Security R&D Conference (SG-CRC 2016), held in Singapore in January 2016, and contains six full and seven short peer-reviewed papers. The conference took as its theme the importance of introducing a technically grounded plan for integrating cyber-security into a system early in the design process, rather than as an afterthought. The element of design is integral to a process, be it a purely software system, such as one engaged in managing online transactions, or a combination of hardware and software such as those used in Industrial Control Systems, pacemakers, and a multitude of IoT devices. SG-CRC 2016 focused on how design as an element can be made explicit early in the development process using novel techniques based on sound mathematical tools and engineering approaches, and brought together academics and practitioners from across the world to participate in a program of research papers and industrial best practice, as well as an exhibition of tools. The book will be of interest to all those with a working interest in improved cyber-security.

At present, many Chinese financial institutions have applied technologies to their daily operations and management, such as accurate customer identification, enhanced process tracking, intelligent marketing, and product process transformation, so as to simplify financial service processes and shorten service cycles. Meanwhile, the financial regulators in China, such as PBOC, CBIRC, CSRC, have also applied technologies to the area of financial regulation, in order to reduce the cost of regulation, and promote the efficiency and effectiveness of regulation. In General, this book both pays attention to practical application and theoretical, which is a useful reference book for theoretical research and practical work, and also helps readers to understand the application of technologies in financial institutions and financial regulators in China.
