Book excerpt: The U.S. Navy is currently in the process of designing its next generation aircraft carrier, termed CVX. One technological advance for the CVX, compared with the current Nimitz class of carriers, is a new propulsion system. To help in deciding between a nuclear and non-nuclear propulsion system for CVX, the Navy asked RAND to determine the effects of the CVX propulsion choice on the industrial bases supporting nuclear propulsion systems and those supporting conventional propulsion systems. RAND began the research in April 1998 and, because of the time frame of the CVX propulsion system decision, provided the results of the analyses to the CVX program office in August 1998. Shortly thereafter, the decision was made that the CVX class would use nuclear propulsion. The research findings described in this document helped influence that decision. This document offers the briefing presented to the program office along with accompanying annotation. The research was based on understanding the various propulsion system options being considered and contacts with suppliers and integrators of key system components to establish how a CVX decision would affect their company and their industry, as well as other Navy programs. This research and its documentation should be of interest to the Office of the Secretary of Defense (OSD) and Navy policymakers and planners who must face the propulsion system decisions for future Navy ship programs. It may also interest industrial decisionmakers involved in construction and supply of Navy ships and parts.

This class of carriers will use the same basic hull form as the current Nimitz class but will include a substantial redesign of the interior of the ship for improved weapons handling and stores management functions. It will also incorporate several new technologies including a new propulsion system and new aircraft launch and recovery systems. These improvements not only will increase the operational capability of the ship but also are anticipated to lower the ship's manpower requirements and maintenance costs. Under current force modernization plans, new ships of the CVN 21 class will be introduced every four or five years as the ships of the Nimitz class reach the end of their planned 50-year operational life. Under this strategy, Nimitz class carriers will be operating for over 50 more years and it will take decades to transform the aircraft carrier fleet to ships of the new class.On the basis of some preliminary calculations that appeared promising, RAND proposed to the Program Executive Office (PEO) for Aircraft Carriers an examination of a way to accelerate the transformation of the carrier force: replacing Nimitz-class carriers as they reach mid-life instead of refueling them. In this report we identify specific fleet management options for building new instead of refueling, and we evaluate their advantages and disadvantages. This report should be of interest to Navy and Office of Secretary of Defense planners examining fleet modernization options, especially those organizations addressing the costs of alternative force structure options.

Despite its omnipresence, robustness is not entirely understood, rather dif?cult to de?ne, and, despite its obvious value in many situations, rather dif?cult to achieve. One of the goals of this edited book is to report on the topic of robustness from a variety and diverse range of ?elds and perspectives. We are interested, for instance, in fundamental strategies nature applies to make systems robust—and arguably “intelligent”—and how these strategies may hold as general design principles in modern technology. A particular focus is on computer-based systems and appli- tions. This in mind, the book has four main sections: Part I has a look at robustness in terms of underlying technologies and infrastr- tures upon which many computer-based “intelligent” systems reside and inves- gates robustness on the hardware and software level, but also in larger environments such as the Internet and self-managing systems. The contributions in Part II target robustness in research areas that are inspired by biology, including brain-computer interfaces, biological networks, and biological immune systems, for example. Part III involves the exciting ?eld of arti?cial intelligence. The chapters here discuss the value of robustness as a general design principle for arti?cial intelligence, stressing its potential in areas such as humanoid robotics and image processing.
