Book excerpt: Creative and cultural industries, broadly defined, are now considered by many policy makers across Europe at the heart of their national innovation and economic development agenda. Similarly, many European cities and regions have adopted policies to support and develop these industries and their local support infrastructures. However this policy-making agenda implicitly incorporates (and indeed often conflates) elements of cultural and creative industries, the creative class and so on, which are typically employed without due consideration of context. Thus a better understanding is required. To this end, this book features eight research papers, split evenly with regard to geographical focus between the UK and continental Europe (the latter covering Spain, Germany, France, Luxemburg and Belgium individually and in combination). There is also a similar division in terms of those focusing primarily on the policy level (the chapters of Clifton and Macaulay, Mould and Comunian, Pareja-Eastaway and Pradel i Miquel, Perrin) and those of the individual creative actor (the chapters of Alfken et al, Bennett et al, Wedemeier and Brown). This book was previously published as a special issue of European Planning Studies.

However, that simple affirmation assumes agreement about definitions of the "human" as well as what a human is entitled to under law, bringing us quickly to concepts such as freedom, property, and the inalienability of both. The assumption that we all mean the same things by these terms carries much political import, especially given that different communities (national, ethnic, religious, gendered) enact some of the most basic categories of human experience (self, home, freedom, sovereignty) differently. But whereas legal definitions often seek to eliminate ambiguity in order to define and protect the rights of humanity, ambiguity is in fact inherently human, especially in performances of heritage where the rights to sense, to imagine, and to claim cultural identities that resist circumscription are at play. Cultural Heritage in Transit examines the intangibilities of human rights in the realm of heritage production, focusing not only on the ephemeral culture of those who perform it but also on the ambiguities present in the idea of cultural property in general—who claims it? who may use it? who should not but does? In this volume, folklorists, ethnologists, and anthropologists analyze the practice and performance of culture in particular contexts—including Roma wedding music, Trinidadian wining, Moroccan verbal art, and Neopagan rituals—in order to draw apart the social, political, and aesthetic materialities of heritage production, including inequities and hierarchies that did not exist before. The authors collectively craft theoretical frameworks to make sense of the ways the rights of nations interact with the rights of individuals and communities when the public value of artistic creations is constituted through international law. Book excerpt: This book explores the role of the cultural and creative industries (CCIs) as drivers of local economic development. More specifically, it builds on two novel perspectives in order to interpret the phenomenon. First, despite the general recognition that CCIs are innovative economic actors, their creative output is heterogeneous, as CCIs consist of extremely diverse industries, and the concept of innovation differs from sector to sector. Second, CCIs’ creativity is locally rooted, as the context provides innovative inputs for the development of creative ideas, binding creativity with well-established theories of the regional innovation literature. The book explores these new perspectives through a novel database on CCIs’ innovation at a fine industrial and regional scale. Building on these two ideas, the book is subdivided into three parts. In the first, a novel definition of creativity in CCIs is developed in which its heterogeneity and place-based nature are at the core. In turn, the second part addresses the phenomenon of localization choices in CCIs, highlighting their heterogeneous innovativeness and the filière which they belong to as key dimensions for the analysis. In the third part, the impact of CCIs on economic growth is explored. This book offers new evidence on the conditions under which CCIs cluster in space and stimulate development. It appeals to scholars in regional science, cultural economics and related fields, as well as policymakers and practitioners working in the cultural and creative industries.
