Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

Though many heritage projects and practitioners are confronting injustice and climate in innovative ways, systemic change requires looking beyond the formal and material dimensions of place and to the processes and outcomes of preservation policy--operationalized through laws and guidelines, regulatory processes, and institutions--across time and socio-geographic scales, and in relation to the publics they are intended to serve. This third volume in the Issues in Preservation Policy series examines historic preservation as an enterprise of ideas, methods, institutions, and practices that must reorient toward a new horizon, one in which equity and sustainability become critical guideposts for policy evolution.

Book excerpt: There has been an exponential increase in desalination capacity both globally and nationally since 1960, fueled in part by growing concern for local water scarcity and made possible to a great extent by a major federal investment for desalination research and development. Traditional sources of supply are increasingly expensive, unavailable, or controversial, but desalination technology offers the potential to substantially reduce water scarcity by converting the almost inexhaustible supply of seawater and the apparently vast quantities of brackish groundwater into new sources of freshwater. Desalination assesses the state of the art in relevant desalination technologies, and factors such as cost and implementation challenges. It also describes reasonable long-term goals for advancing desalination technology, posits recommendations for action and research, estimates the funding necessary to support the proposed research agenda, and identifies appropriate roles for governmental and nongovernmental entities.

Archaeology has tended to marginalise the study of care, and debates surrounding our ability to recognise it within the archaeological record have often remained implicit rather than a focus of discussion. These 12 papers examine the topic of care in past societies and specifically how we might recognise the provision of care in archaeological contexts and to open up an inter-disciplinary conversation, including historical, bioarchaeological, faunal and philosophical perspectives. The topic of ‘care’ is examined through three different strands: the provision of care throughout the life course, namely that provided to the youngest and oldest members of a society; care-giving and attitudes towards impairment and disability in prehistoric and historic contexts, and the role of animals as both recipients of care and as tools for its provision.

How ought clinical relationships involving machines to be modeled? Is a capacity for empathy and emotion detection necessary? What about consciousness? For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

This report explores the availability of relatively new scientific developments across all disciplines that could accelerate progress toward these goals.
