After the Soviet Union's collapse, in 1990, Cuba suffered a catastrophic economic crisis from which it never fully recovered. Almost overnight Cubans were called upon to endure rationing and shortages of basic necessities from soap to rice and spare bicycle parts in what Fidel Castro's government called this "Special Period in Peacetime." Yet as the crisis wore on into a second decade, their sacrifices began to look less "special" and more permanent: not a way out of the crisis, but the expression of a new and durable state of affairs in the post-Cold War era. As "the crisis"---a term suggesting a moment of intense but finite suffering---expanded to fill the horizon of the foreseeable future, I show how it began to take on its own logic and temporalities. The state of perpetual hardship and want redrew the urban map and reset the revolutionary clock, interrupting the teleological promises of socialism and the revolution and replacing them with the circular rhythms of opening and crackdown, march and retreat. It remade Cubans' intimate relationships, overlaying them with deep divisions between rich and poor, black and white, men and women, true believer and cynic---and all points in between. Not only the economy, but also politics and ethics were rocked by this experience. During the first years of the new millennium, emigration, tourism for dollars and the passionate desire for commodities spurred by Cuba's experiments with capitalism convinced many people that even love was subject to economies of scarcity. " El amor se acabo," went the saying, Love has run out---like coffee, toilet paper, or any other scarce commodity. This dissertation is based on fifteen months of fieldwork in Havana, in a working-class barrio. In it, I map out the crisis in its economic, political and ethical dimensions, focusing attention not only on what it has destroyed, but what it has built: new routes and forms of relation, subjectivities that bear the paradoxical stamp of a crisis made permanent.

Book excerpt: The United States embargo against Cuba was imposed over fifty years ago initially as a response to the new revolutionary government's seizure of US properties, which was viewed by the US as a violation of international law. However, while sanctions can be legitimate means of enforcing established norms, the Cuban embargo itself appears to be the wrongful act, and its persistence calls into question the importance and function of international law. This book examines the history, legality and effects of US sanctions against Cuba and argues that the embargo has largely become a matter of politics and ideology; subjecting Cuba to apparently illegitimate coercion that has resulted in a prolonged global toleration of what appears to be a serious violation of international law. The book demonstrates how the Cuban embargo undermines the use of sanctions world-wide, and asks whether the refusal of world governments to address the illegality of the embargo reduces international law to tokenism where concepts of sovereign equality and non-intervention are no longer a priority. Despite the weaknesses of international law, Nigel D. White argues that in certain political conditions it will be possible to end the embargo as part of a bilateral agreement to restore normal relations between the US and Cuba and, furthermore, that such an agreement, if it is to succeed, will have to be shaped by the broad parameters of law and justice. As a fierce re-evaluation of international law through the story of a country under siege, this book will be of great interest and use to researchers and students of public international law, international relations, and US and Latin American politics.
