Book excerpt: The study determined the use of technology by County Extension Agents (CEAs) in AgriLife Extension and the issues related to the use of technology in distance educational program delivery. A web-based survey instrument was used to collect responses from CEAs. Results showed that CEAs use the telephone and email technologies most frequently to communicate with their clients. CEAs used presentation software, teleconferencing, laptop/Netbook and cell phones more frequently in Extension work. Young Extension agents tended to use blogs more frequently than older agents and older agents tended to use tablet computers more than young agents in Extension work. CEAs are more comfortable in conducting Extension educational programs using technologies for themselves than for their coworkers and clients. Accessibility of equipment is a major obstacle in using technology in the Extension program delivery along with the issues related to understanding of software and device use. This study recommends making technologies available at Extension offices and train agents on using technologies efficiently.

Book excerpt: Despite the availability of distance education technology, Oregon State University Extension Service educators have made limited use of this equipment for delivery of educational programs to clients of the state's 36 county Extension Service offices. Some Extension educators may be hesitant to use distance technology because they are unsure whether clients will accept distance delivered programming. This project explored this issue, framed in the question: Is distance education received favorably or unfavorably by volunteer adult learners? A volunteer learner is defined as one who seeks to gain knowledge while interacting with others who share like interests, a description that fits many Extension Service clients. Other questions in the project were: How much do volunteer learners learn from distance delivered instruction compared to traditional instruction? and How much do volunteer learners interact with instructors and each other in the distance classroom compared to the traditional classroom? Participants in the project were adults taking part in the MG training program in February 1993 in five Oregon counties. These adult learners participated in two 90-minute instructional segments; part one, 'Landscaping for Wildlife' and part two, 'Controlling Wildlife in the Home Landscape.' Part one was delivered via satellite delivery. Part two was delivered to participants in person by the instructor. In both parts, learners were pre- and post-tested on the subject matter presented. Learners also completed opinion surveys for each session. Audio tapes were made of each session for analysis of learner-learner, and learner-instructor interaction. Also, the Extension agents acting as downlink site coordinators in the project were interviewed to assess their opinions of the distance education session. Comparison of the data indicate that learners felt the quality of learning experience in both modes of program delivery was about equal. Also, the testing component indicated that participants learned about the same amount of material. Interaction analysis results indicated little or no difference in the amount of interaction in both the traditional and distance sessions. The results show that the effectiveness of distance delivery of Master Gardener training instruction to adult learners is equivalent to traditional delivery of training instruction for participants in this study.

Book excerpt: The purpose of this study was to adapt a model for planning, designing and implementing, and evaluating and accounting for nonformal distance education programs in the Cooperative Extension Service. Zetterburg's five steps were use as a guide in framing this research. The conceptual programming model was adapted through a review of the literature, experts' opinions and advice, and the researcher's experience with nonformal distance education in the Cooperative Extension Service. Data were collected from a panel of experts during two rounds of questionnaires using a modified Delphi technique. Round one was conducted as a web based instrument and the follow up round was conducted by electronic mail. Forty-eight panelists were selected representing the four national Extension regions, rural, urbanizing, and urban states, and the Extension Agriculture, 4-H, Family and Consumer Sciences, and Community Resource Development program areas. Twenty-seven participated in the initial round, a fifty-six percent return rate, and twenty-three participated in round two. The questionnaire contained forty-six processual tasks which were placed on a five point Likert-type scale. A processual task was considered accepted when it met both critical and consensual criteria in the second round. Those processual tasks that had a mean score of 3.5 or higher as rated by the panel of experts were considered critical for programming in Extension nonformal distance education programs. Those processual tasks that were rated by 55% or more of the experts as usually or always important (4 and 5) were used to determine consensus. Only those processual tasks that 55% or more of the experts rated four and five were considered for inclusion in the adapted model. The final panel of experts accepted twenty-one of the forty-six processual tasks and rejected twenty-five.
