This field manual/Marine Corps warfighting publication establishes doctrine (fundamental principles) for mili- tary operations in a counterinsurgency (COIN) environment. It is based on lessons learned from previous coun- terinsurgencies and contemporary operations. It is also based on existing interim doctrine and doctrine recently developed. Counterinsurgency operations generally have been neglected in broader American military doctrine and na- tional security policies since the end of the Vietnam War over 30 years ago. This manual is designed to reverse that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies-some of them claiming the authority of a religious faith. The manual begins with a description of insurgencies and counterinsurgencies. The first chapter includes a set of principles and imperatives necessary for successful COIN operations. Chapter 2 discusses nonmilitary or- ganizations commonly involved in COIN operations and principles for integrating military and civilian activi- ties. Chapter 3 addresses aspects of intelligence specific to COIN operations. The next two chapters discuss the design and execution of those operations. Developing host-nation security forces, an essential aspect of suc- cessful COIN operations, is the subject of chapter 6. Leadership and ethical concerns are addressed in chapter 7. Chapter 8, which concerns sustainment of COIN operations, concludes the basic manual. The appendixes contain useful supplemental information. Appendix A discusses factors to consider during the planning, prepa- ration, execution, and assessment of a COIN operation. Appendixes B and C contain supplemental intelligence information. Appendix D addresses legal concerns. Appendix E describes the role of airpower. Doctrine by definition is broad in scope and involves principles, tactics, techniques, and procedures applicable worldwide. Thus, this publication is not focused on any region or country and is not intended to be a stand- alone reference. Users should assess information from other sources to help them decide how to apply the doc- trine in this publication to the specific circumstances facing them. The primary audience for this manual is leaders and planners at the battalion level and above. This manual ap- plies to the United States Marine Corps, the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated.

In The New Counterinsurgency Era, David Ucko examines DoD’s institutional obstacles and initially slow response to a changing strategic reality. Ucko also suggests how the military can better prepare for the unique challenges of modern warfare, where it is charged with everything from providing security to supporting reconstruction to establishing basic governance—all while stabilizing conquered territory and engaging with local populations. After briefly surveying the history of American counterinsurgency operations, Ucko focuses on measures the military has taken since 2001 to relearn old lessons about counterinsurgency, to improve its ability to conduct stability operations, to change the institutional bias against counterinsurgency, and to account for successes gained from the learning process. Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. Evidence that such a conflict is already developing does not augur well for Iraq's future stability. Both Iraq and the United States must work hard to ensure that slow but steady success over the insurgency is not overshadowed by growing ethno-sectarian animosities as various groups fight one another for the biggest slice of the political and economic pie. It evaluates the relationship between the use of state terrorism by Northern liberal democracies and efforts by those states to further incorporate the South into the global political economy and to entrench neoliberalism. Most scholarship on terrorism tends to ignore state terrorism by Northern democracies, focusing instead on terrorist threats to Northern interests from illiberal actors. The book accounts for the absence of Northern state terrorism from terrorism studies, and provides a detailed conceptualisation of state terrorism in relation to other forms of state violence. The book explores state terrorism as used by European and early American imperialists to secure territory, to coerce slave and forced wage labour, and to defeat national liberation movements during the process of decolonisation. It examines the use of state terrorism by the US throughout the Cold War to defeat political movements that would threaten US elite interests. Finally, it assesses the practices of Northern liberal democratic states in the 'War on Terror' and shows that many Northern liberal democracies have been active in state terrorism, including through extraordinary rendition. This book will be of much interest to students of critical terrorism studies, security studies, South American politics, US foreign policy and IR in general.
