Book excerpt: Increased governance of international trade through supra-national institutions such as the World Trade Organization (WTO) has meant that national trade and organisational strategies need to be compatible with the norms of global institutions. Global institutional change impacts national economies and necessitates adaptation in ways that balance adherence to emerging norms while maintaining broad socioeconomic national objectives. This book focuses on two sector-specific global institutional changes initiated and implemented by the WTO in 2005 and examines how India's textile and pharmaceutical industries coped with these changes through coordinated efforts in the multi-level national institutional system comprised of the state, industry and individual business organisations. The findings of the book, which show both convergence and divergence across the two industries in the processes and outcomes of dealing with global institutional change, would be of interest to national policymakers as well as to scholars in multiple disciplines interested in the study of institutions and institutional change.

This conference was electronically recorded and later transcribed for this book. The text includes the edited transcript of the panel discussions and separate presentations by two major industry executives, Richard Ketchum' and Robert Mc Sweeney. As with the other volumes in this popular series, this book is not simply intended to be an historical record of the conference. We have edited the manuscript for clarity, perspective and context. New material was gathered in subsequent interviews with many of the panelists. Consequently, some remarks and passages in the text were altered and expanded and many footnotes were introduced. Our goal was to flesh out the dialogue and presentations and to keep the material as contemporary as possible. I explore the impact of distributive considerations, as well as the interaction between exogenous and endogenous factors in determining patterns of cooperation and equilibrium change. An assessment of the timing and shape of transformations can enrich our understanding of obstacles to change. The paper draws extensively on historical institutionalist, rational design, negotiation analytic, and institutional economics scholarship. To assess the plausibility of this framework, I compare and contrast efforts to reform the United Nations environmental regime from 1972-1992. I focus on the principal drivers of, and hindrances to, change at the 1972 United Nations Conference on the Human Environment, the 1982 United Nations Environment Programme Session of a Special Character, the United Nations General Assembly's response to the institutional reform recommendations of the World Commission on Environment and Development, and the institutional changes that followed the 1992 United Nations Conference on Environment and Development.

Book excerpt: Developing countries commonly adopt reforms to improve their governments yet they usually fail to produce more functional and effective governments. Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.
