Book excerpt: Over the course of the twentieth century, there was a major shift in practices of mapping, as centuries-old methods of land surveying and print publication were incrementally displaced by electronic navigation systems. William Rankin argues that although this shift did not render traditional maps obsolete, it did revise the goals of the mapping sciences as a whole. Military cartographers and civilian agencies alike developed new techniques for tasks that exceeded the capabilities of paper, such as aiming long-range guns, navigating in featureless environments, regularizing air travel, or drilling for offshore oil. "After the Map "reveals the major conceptual ramifications of these and other changes and in doing so offers a new way of understanding the central political-geographic shift of the twentieth century. Seen first and foremost as affecting a transformation in the nature of "territory," the change from paper mapping to electronic systems is not a story about technological improvement or the wizardry of precision; instead, it is about the "kind" of geographic knowledge and therefore governance that can exist in the first place. "

This is done for ease of computation in models involving broad areas of the earth's surface. Quite often the input is given in Universal Transverse Mercator (UTM) coordinates and/or the output is desired in UTM coordinate form. This is done for ease of location on grid maps and in military coordinate listings. Hence, programs for the conversion of GP coordinates to UTM coordinates and inverse have been found necessary. Such programs have been available at NREC for a number of years, but certain limitations have made desirable an extension of the results.

This reports treats only the problem of transforming UTM to Lat-Long and vice versa. The companion problem - which spheroids to use in different parts of the world - is not addressed. The computed terms are expanded in the standard series (See Army Tech Manual No. 5-241-8). These terms are then examined numerically to determine which are necessary for a given accuracy. Book excerpt: The Savannah Rive Plant (SRP) is a nuclear production facility operated by E.I. du Pont de Nemours and Co. for the United States Department of Energy. SRP is located along the Savannah River in South Carolina. Construction of SRP began in the early 1950`s. At the time the plant was built, a local coordinate system was developed to assist in defining the locations of plant facilities. Over the years, large quantities of data have been developed using ``SRP Coordinates.`` These data include: building locations, plant boundaries, environmental sampling locations, waste disposal area locations, and a wide range of other geographical information. Currently, staff persons at SRP are organizing these data into automated information systems to allow more rapid, more robust and higher quality interpretation, interchange and presentation of spatial data. A key element in this process is the ability to incorporate outside data bases into the systems, as well as to share SRP data with interested organizations outside as SRP. Most geographical information outside of SRP is organized using latitude and longitude. Thus, straightforward, accurate and consistent algorithms to convert SRP Coordinates to/from latitude and longitude are needed. Appropriate algorithms are presented in this document.
