The book deals with the real issues that surveyors have to address when using their judgment to report turnover, profitability, cash flow, and work in progress on projects and the financial problems faced by subcontractors are frankly and pragmatically explored. The payment and notice requirements of the Construction Act are explained in detail and relevant provisions of JCT2011, NEC3, ICC, DOM/1 and other standard contracts and subcontracts are also covered. Financial Management in Construction Contracting addresses the wide variety of external factors that influence how construction companies operate, including government policy, banking covenants and the financial aspects of supply chain management. Cost reporting systems are described and real-life examples are used to illustrate cost reports, accrual systems and how computerised systems can be employed to provide the QS with information that can be audited. Examples drawn from practice demonstrate how work-in-progress (WIP) is reported in contracting. A 'red flags' list compiled from the current literature was sent to financial analysts in the thirty-eight Financial Service Branches, Defense Contract Management Command Area Offices(FSDCMAOs) to determine the 'red flags' most widely used. Additional issues are examined. The first is whether geographical location and length of field experience of the reviewing analyst might influence the choice of 'red flags'. Secondly, are different approaches used in conducting financial statement analysis of a manufacturer versus a vendor? The study identifies ten 'red flags' used by more than half of the responding analysts and there appears to be no difference in 'red flags' used based on geographical location of the analysts or as a consequence of their length of field experience ... Book excerpt: This report presents the Contractor Financial Data Retrieval and Analysis System (FINANDAS), a timesharing computer system to assist DoD financial analysts in evaluating the financial condition of a contractor or potential contractor. Its primary uses will be in procurement pre-award financial reviews, source selection, negotiation, post-award monitoring, and in analysis of contract finance policy. FINANDAS reports the annual and quarterly financial data included in the 'Compustat' data bank for approximately 900 companies. It also provides extensive ratio and trend analysis of those data. The same analysis can be prepared with FINANDAS for companies not in the data bank if the data are entered by the user. A projection routine linked to the historical data is also part of the system. This report describes FINANDAS and its analytical output. Applications to DoD financial analysis also are described. A plan is presented for implementation. Appendices contain sample FINANDAS output, a description of the system components, analytical methodology used, and a selected bibliography. (Author).
