Book excerpt: Considering the latest Iranian nuclear developments, one might question whether a study now on how best to restrain Tehran is simply one that's come too late. To be sure, estimates vary as to when Iran could build its first bomb. Some believe Tehran could do it before the end of 2005; others think Iran would only be able to do so by the end of the decade. In either case, though, the die seems cast: If Iran wants, it has all that it needs eventually to build a bomb on its own. Certainly, trying to deny Iran further nuclear technology in the hopes that this will prevent it from getting nuclear weapons is no longer a credible strategy. The questions this edited volume addresses are whether or not any strategy can prevent Iran from going nuclear, what the proper goals of such a strategy might be (deterring use, keeping Tehran from deploying weapons, getting it to dismantle its nuclear program, etc.), and what other nonproliferation goals ought to be attempted (including trying to dissuade other nations from following Iran's example). The answers this volume offers are: 1) in the long-run Iran will gain little from going nuclear, and 2) much can be gained by enforcing the nonproliferation rules Iran agreed to and spelling out the costs to Iran of its continuing acquisition of nuclear weapons- related capabilities.

The book argues that the most effective way to pursue and protect U.S. interests is unlikely to involve the same alliance-centric approach that has been the basis of Washington's policy since the 1990s. Instead, the United States should adopt a nimbler and less military-dominant strategy that relies on a diversified set of partners and a determination to establish priorities for American interests and the use of resources, both financial and military. In essence, the book calls for a new post-Obama and post-Trump approach to the region that reflects the fact that U.S. interests are changing and likely will continue to change. The book offers a fresh perspective in advance of the 2020 presidential election.

In contrast, Iran has solid, if not necessarily warm, relations with Syria and established working ties to Pakistan and Russia. Iran's policies toward its neighbors are increasingly prudent: It is trying to calm regional tension and end its isolation, although its policies toward Israel and the United States are often an exception to this policy. Iran's security forces, particularly the regular military, are often voices of restraint, preferring shows of force to overactive confrontations. Finally, Iran's security forces generally respect and follow the wishes of Iran's civilian leadership; conducting rogue operations is rare to nonexistent.

While America has focused on building fighter jets, missiles, and conventional warfighting capabilities, its three principal rivals—Russia, Iran, and China—have increasingly adopted irregular warfare: cyber attacks, the use of proxy forces, propaganda, espionage, and disinformation to undermine American power. Jones profiles three pioneers of irregular warfare in Moscow, Beijing, and Tehran who adapted American techniques and made huge gains without waging traditional warfare: Russian Chief of Staff Valery Gerasimov; the deceased Iranian Major General Qassem Soleimani; and vice chairman of China’s Central Military Commission Zhang Youxia. Soleimani was so effective in expanding Iranian power in the Middle East that Washington targeted him for assassination. Zhang Youxia presents the most alarming challenge because China has more power and potential at its disposal. Drawing on interviews with dozens of US military, diplomatic, and intelligence officials, as well as hundreds of documents translated from Russian, Farsi, and Mandarin, Jones shows how America’s rivals have bloodied its reputation and seized territory worldwide. Instead of standing up to autocratic regimes, Jones demonstrates that the United States has largely abandoned the kind of information, special operations, intelligence, and economic and diplomatic action that helped win the Cold War. In a powerful conclusion, Jones details the key steps the United States must take to alter how it thinks about—and engages in—competition before it is too late.
